City of Centerville <br /> Council Meeting Minutes <br /> July 11,2018 <br /> 2. Draft Finance Director Contract <br /> Administrator Statz stated that Council Member Montain had concern regarding wording <br /> contained in the employment contract for the Part-Time Finance Director and they discussed <br /> those concerns. Council Member Montain stated that he understands that some weeks Mr. <br /> DeJong may be working in excess of 20 hrs/week but relies on Administrator Statz to ensure that <br /> budgeted amounts are within appropriate levels. Mayor Paar stated that with the transitioning of <br /> Ms. Paulseth's vacation of the position and Mr. DeJong's employment it is understood that <br /> expenditures may be slightly higher than budgeted amounts. <br /> Administrator Statz stated that he desired for Council to consider approval of the Contract as Mr. <br /> DeJong has Accepted the Position. <br /> Motion by Council Member Koski, seconded by Council Member King to Approve the <br /> Contract for the Part-Time Finance Director, Mr.Bruce DeJong as presented. All in favor. <br /> Motion carried. <br /> Mr. DeJong stated that he is happy to be with the City of Centerville and he is looking forward to <br /> working with Council. <br /> 3. Refuse and Recycling Contract <br /> Legal Counsel Glaser stated that the necessity of providing services to residents beginning in <br /> August and Republic Services reluctance to commence those services without a contract and <br /> their legal staff's timeframe for review has allowed him to draft a contract that is Centerville <br /> sided and in the near future additional areas will need additional negotiation and consultation <br /> with Council. He stated that the mechanics of billing needed additional review and <br /> consideration. <br /> Lengthy discussion ensued regarding billing, billing ahead or billing in arrears, making payment <br /> to Republic Services, reporting and communication. Legal Counsel Glaser stated that in the <br /> future, the City may decide to allow Republic Services to take the billing responsibility which <br /> the contact addresses. Legal Counsel Glaser stated that with the City billing, special assessing of <br /> delinquent accounts will be easier and more streamlined. Additional discussion ensued <br /> regarding the billing with the first utility billing one month of garbage service would be realized <br /> for August and each successive billing would include two months. <br /> Motion by Council Member Montain, seconded by Council Member King to Approve the <br /> Contract for Municipal Materials Management Agreement as Submitted.
