City of Centerville <br /> Council Meeting Minutes <br /> March 21,2018 <br /> lake, this might require grading and other improvements. Consensus was to have the restroom at <br /> the north end of the park, north of the large willow tree. BEWC expressed a willingness to <br /> complete landscaping work to facilitate ADA requirements as well as to build a screening fence <br /> as needed. The discussion ended with instruction to staff to investigate the logistics of having <br /> the restroom at the bottom of the slope, near the water and a recommendation for a 50/50 cost <br /> split of the rental costs. <br /> Motion by Committee Member Bettinger, seconded by Committee Member Peterson to <br /> recommend allowing a portable restroom to be placed in Trailside Park, at the bottom of <br /> the hill, near the north end of the park, with a 50% cost share from the city for the rental <br /> costs. All in favor. Motion carried. <br /> c. Partnership for Potential Improvements at Trailside Park <br /> Discussion covered whether a parking pad should be allowed for the BEWC trailer, in Trailside <br /> Park. The location would be at the bottom of the hill, near the south end of the park. Consensus <br /> was to allow it, at the sole expense of the BEWC. Further discussion was had regarding whether <br /> the parking pad should be gravel (or crushed recycled pavement) or a paved surface such as <br /> asphalt, concrete or paver bricks. The committee was fearful that a paved surface would crack <br /> and be damaged by freeze-thaw movement and ice-shove from the shore. Administrator Statz <br /> spoke in favor of a paved surface to align with the city's code which requires off street parking <br /> spaces to be paved. The committee asked Administrator Statz to gain input from the Public <br /> Works department regarding the materials for the pad. The item will be brought to a future <br /> agenda with this information. <br /> Mr. Shipp also explained that he and administrator Statz have discussed a more long-term plan <br /> for improvements at the park, including the possibility of improved seating, bringing power to <br /> the dockside and other amenities. <br /> No Action <br /> d. Discussion of 2018 Program <br /> Mr. Shipp discussed an overview of the BEWC's program. Parking rights have been secured <br /> with the elementary school. Discussion of food offerings through the Lions Club and/or the Boy <br /> Scouts was also had. <br /> No Action <br /> 2. Discussion of P&R Involvement in Fete des Lacs <br /> Administrator Statz reviewed some of the actions, to date of the Fete des Lacs Committee and <br /> expressed an interest in finding volunteers either from the P&R Committee or through their <br /> Page 3 of 5 <br />
