1 January 25, 2019 Mark Statz, Centerville Page 6 of 6 Commerce Drive Site If the area shown above was rezoned from B-1 to 1-1, the resulting zoning pattern is reasonable and makes sense: • There would be one large block of 1-1 zoning on the east side of 20th Avenue on both sides of Commerce Drive extending south into the industrial park. • There would be 1-1 zoning across 20th Avenue from B-1 zoning, a reasonable pattern that already exists elsewhere. • No new "Service District" will be needed. • Both the existing and proposed uses would be in zoning districts that make sense for them. RECOMMENDATION We recommend that the five parcels fronting Commerce Drive be rezoned from B-1 to 1-1, plus a portion of the Rehbein parcel further south that is now split between B-1 and 1-1 zoning, as illustrated on the map above. Furthermore,we recommend an evaluation of the City's Use Table to determine consistency with newly adopted comprehensive plan policies. If the City wishes to act on the parcel zoning changes, it will need to complete: 1. A comprehensive plan amendment to change these parcels from Commercial to Industrial on the Future Land Use Map. This will require a public hearing and approval of the amendment by the Metropolitan Council. 2. An official ordinance amendment drafted and heard in a public hearing before the Planning Commission, then acted on by the City Council. ALTERNATE RECOMMENDATION Leave all parcels zoned as they are and examine the development application from Midwest Best Water to determine whether or not their use can be determined to be the same or similar as existing uses described in the current zoning code. This would likely mean a finding stating that the business is the same or similar to "...motorized equipment sales and service...",which is allowed as a Conditional Use in the B-1 district.
