1 <br /> January 25, 2019 <br /> Mark Statz, Centerville <br /> Page 6 of 6 <br /> Commerce Drive Site <br /> If the area shown above was rezoned from B-1 to 1-1, the resulting zoning pattern is reasonable <br /> and makes sense: <br /> • There would be one large block of 1-1 zoning on the east side of 20th Avenue on both sides <br /> of Commerce Drive extending south into the industrial park. <br /> • There would be 1-1 zoning across 20th Avenue from B-1 zoning, a reasonable pattern that <br /> already exists elsewhere. <br /> • No new "Service District" will be needed. <br /> • Both the existing and proposed uses would be in zoning districts that make sense for them. <br /> RECOMMENDATION <br /> We recommend that the five parcels fronting Commerce Drive be rezoned from B-1 to 1-1, plus a <br /> portion of the Rehbein parcel further south that is now split between B-1 and 1-1 zoning, as <br /> illustrated on the map above. Furthermore,we recommend an evaluation of the City's Use Table <br /> to determine consistency with newly adopted comprehensive plan policies. If the City wishes to <br /> act on the parcel zoning changes, it will need to complete: <br /> 1. A comprehensive plan amendment to change these parcels from Commercial to <br /> Industrial on the Future Land Use Map. This will require a public hearing and approval of <br /> the amendment by the Metropolitan Council. <br /> 2. An official ordinance amendment drafted and heard in a public hearing before the <br /> Planning Commission, then acted on by the City Council. <br /> ALTERNATE RECOMMENDATION <br /> Leave all parcels zoned as they are and examine the development application from Midwest Best <br /> Water to determine whether or not their use can be determined to be the same or similar as <br /> existing uses described in the current zoning code.
