City of Centerville <br /> Council Meeting Minutes <br /> January 23,2019 <br /> IV. APPOINTMENTS/PRESENTATIONS 6:34 pm <br /> 1. Mr. Pat McKasy, 2061 Commerce Drive—Midwest Best Water Sales, Inc. <br /> Administrator Statz stated that Midwest Best Water Sales, Inc. had submitted a purchase <br /> agreement for the parcel and that would be discussed in a Closed Executive Session later this <br /> evening. He also stated that Mr. McKasy appeared before the Planning & Zoning Commission <br /> with a concept plan for his business and lengthy discussion was had regarding the business <br /> fitting within the B-1, Commercial Zoning District. He reported that they are looking to <br /> construct a 25,000 square foot building intending to occupy 15,000 square feet and lease two (2) <br /> 5,000 square foot locations and felt that the concept plan that had been submitted was a good fit <br /> for the site. <br /> Mr. Mike Brass gave a brief overview of the business' practices stating that they sell water <br /> stations to grocery stores that fill refillable containers with Midwest Best's water. Mr. Brass <br /> introduced owner, Mr. Pat McKasy and son Mr. Patrick McKasy to Council. <br /> Mr. Pat McKasy stated that he built a house on LaMotte Drive in the 1980s. Mr. McKasy stated <br /> that he opened the business in 1984, is currently leasing a site on Apollo Drive in Lino Lakes and <br /> desires to construct a building of their own with additional space. He stated that they would <br /> store 5, 3, 2 and 1 gallon containers and assemble their equipment on site. He also stated that <br /> they currently operate in 14 states, adding approximately 150 accounts annually. He stated that <br /> they have 22 employees with five (5) of them in their Minnesota facility with the remainder of <br /> them working outside of the state. He stated that they sell their equipment to grocery stores <br /> similar to Coburns and Supervalu. He also stated that his company's motto is "Saving the Planet <br /> A Gallon At A Time" due to the recycling of water containers. Mr. McKasy stated that there <br /> would be approximately 4-5 trucks a month entering and exiting the location. <br /> Administrator Statz stated that there was concern at the Planning & Zoning Commission <br /> regarding the current zoning of B-1 (Commercial) and the business's use along with the potential <br /> for rezoning to I-1 (Industrial) or adding a new zoning district for light industrial. He stated that <br /> with each modification other than the business fitting into the allowed use, public hearings would <br /> need to take place and it would take at least two (2) months for this action. Mr. Brass stated that <br /> Industrial sites are in high demand at the present time and that Mr. McKasy would need to <br /> consider possible tenants and their usage also. <br /> Mr. McKasy stated that his timeframe allowed for zoning modifications and that he was eager to <br /> work with the City of Centerville. <br /> The intent of Mr. McKasy's visit was simply informational and no formal action was taken. <br /> V.
