City of Centerville <br /> Council Meeting Minutes <br /> March 27,2019 <br /> she did not believe that the letter was written very nicely as it gave them a deadline date due to <br /> the winter/frozen ground nor had they received a notice that the City received their letter. She <br /> wondered if the clock was still ticking. <br /> City Administrator Statz apologized for not forwarding a letter upon receipt of theirs. Council <br /> desired to provide an opportunity for Staff to discuss with the affected property owners and <br /> drillers that were present this evening prior to discussing the issue further. <br /> b. Unassessed Parcels, No Notification <br /> Administrator Statz stated that along with the City's Block 7 community Development Block <br /> Grant (CDBG) several years ago, the City installed municipal water services along the West side <br /> of Centerville Road. He questioned whether these properties should be included in water <br /> availability, owe the lateral benefit fee and be provided with the same opportunities for payment <br /> as others have been in the past with being assessed and whether the City Code's requirements <br /> would pertain to them as they were never noticed of outstanding water connection and fee <br /> requirements. <br /> Discussion ensued regarding whether the municipal water line was installed behind the <br /> properties or in front of the properties with Administrator Statz stating behind, whether the water <br /> lateral fee should be $6,500 or $8,000 and the type of assessment that would be offered to these <br /> individual property owners <br /> Motion by Council Member Montain, Seconded by Council Member Love to charge these <br /> properties at the rate of$6,500 for the water lateral fee upon connection. <br /> Discussion ensued regarding the offering of specially assessing the properties, notice of payment <br /> prior to interest being accrued being December 31, 2019 and written notice. City Attorney <br /> Glaser stated that the assessment if chosen by the property owner would be reflected on their <br /> 2021 property taxes. <br /> The property owners would have until December 31, 2019 to pay in full the water lateral <br /> fee without incurring interest. If the property owner chose to have the $6,500 specially <br /> assessed to their property through the Waiver Process it would be placed on their property <br /> taxes accordingly bearing interest from January 1, 2020. All in favor. Motion carried. <br /> IX. NEW BUSINESS <br /> 1. To Be Handled After Closed Executive Session <br /> X. COUNCIL/ADMINISTRATOR ANNOUNCEMENTS <br /> 1. Administrator/Engineer Report <br /> Administrator Statz stated that his report was in the packet and he would be happy to answer any <br /> questions that council had. <br /> Page 6 of 8 <br />
