City of Centerville <br /> Council Meeting Minutes <br /> April 10,2019 <br /> IV. OLD BUSINESS <br /> 1. None. <br /> IX. NEW BUSINESS <br /> 1. Downtown Block 7 Redevelopment—P & Z/EDA Recommendation on Developer <br /> Administrator Statz stated that the Planning & Zoning Commission along with the Economic <br /> Development Authority (EDA) met and heard two presentations from developers interested in <br /> constructing an apartment building on Block 7 property which is owned by the City. He reported <br /> that both developers were qualified and the Commission elected to recommend to Council going <br /> forward with Trident Development. He stated that Staff desired to continue discussions with <br /> them regarding a purchase agreement, developer's agreement, rezoning and a TIF District. <br /> City Attorney Glaser stated that the next step would be that negotiations commence for the <br /> purchase of the property which would include possible concessions on the City's part, <br /> determining whether the City received TIF financing, soil borings assisting in determining <br /> whether an underground parking garage is feasible and zoning for the required PUD. He stated <br /> that dependent upon the developer's timeframe for construction, zoning and the other items need <br /> to be taken care of as soon as possible. He stated that a "kick-off' meeting was scheduled for <br /> Monday. <br /> Discussion ensued regarding the necessity of an open house and stakeholder open house, <br /> potential for Tax Increment Financing, aging TIF district that was decertified and concerns for if <br /> things do not work out with this developer would the other remain interested in the site. <br /> Council Member Montain stated that he will not be at Council's next meeting. Mayor Paar <br /> stated that his concerns could be brought forward at the meeting if he forwarded them to <br /> Administrator Statz or there could be a work session/item being placed on an agenda at a later <br /> date. Mark stated that the question may be is what is the role of the EDA in the TIF district and <br /> the development. <br /> Motion by Council Member Koski, seconded by Council Member Love Commence a <br /> Preliminary Agreement with Trident Development, LLC for the Redevelopment of Block 7. <br /> All in favor.
