City of Centerville <br /> Council Meeting Minutes <br /> April 10,2019 <br /> d. Res. #19-OXX—Comprehensive Plan Amendment <br /> Administrator Statz stated that the Commission discussed numerous aspects of rezoning 2021 <br /> Commerce Drive, the desires of Midwest Best Water for the ability to lease space and the <br /> consideration of other businesses' uses that are a better fit for the Industrial District. He stated <br /> that the Commission recommended approval of the Findings of Fact per Stantec's memorandum <br /> dated April 2, 2019 subject to the Metropolitan Council's approval of the City's 2040 <br /> Comprehensive Plan as they have cease taking amendments for consideration of the 2030 Plan. <br /> Administrator Statz stated that Items #b & c would need two readings before approval and that <br /> they would appear on Council's next agenda. <br /> Lengthy discussion ensued regarding ability for rezoning in the future if needed, Midwest Best <br /> Water's primary business of assembly of water dispensing equipment, larger opportunities for <br /> tenants of Midwest Best Water and a small amount of retail to be allowed in the Industrial <br /> District. <br /> Motion by Council Member Montain, seconded by Council Member Love to Approve <br /> Stantec's Findings of Fact and Res. #19-OXX — Comprehensive Plan Amendment as <br /> Presented. <br /> Administrator Statz stated that the motion should be contingent upon the Metropolitan Council's <br /> Approval of the City's 2040 Comprehensive Plan. <br /> Council Member Montain accepted the Friendly amendment alone with Council Member <br /> Love. All in favor. Motion carried. <br /> 3. Small Cell Tower Policy <br /> City Attorney Glaser stated that the League of MN Cities notified all cities that a deadline <br /> instituted by the FCC to adopt a policy regarding esthetics for small cell towers and their <br /> construction. The League of MN Cities provided some sample policies and the City of <br /> Centerville utilized the City of Windom's with making slight modifications. City Attorney <br /> Glaser stated that most of the 5G equipment that would be installed in Centerville would be <br /> located with existing wireless equipment on top of the watertower as Centerville is extremely <br /> flat. He also stated that the draft City Code for 5G services/equipment will be on the next <br /> Planning and Zoning Commission agenda for consideration. He reassured Council that this was <br /> a policy and the ordinance would be regarding licensing and other items. <br /> Motion by Council Member Koski, seconded by Council Member Lakso to Adopt the <br /> Small Cell Tower Policy as Presented. All in favor. Motion carried. <br /> X. COUNCIL/ADMINISTRATOR ANNOUNCEMENTS <br /> 1.
