Parking <br />A storage facility like the one proposed does not have parking needs in the same sense of other <br />commercial uses. Every visitor to the site is likely to park temporarily on site to load and unload. <br />There are continuous paved drive aisles at least 18’ wide up to all the storage buildings, which is <br />wide enough to accommodate a parked car or truck and space to pass around it. The site will <br />likely have enough parking space to accommodate all users. <br /> <br />Outside Storage <br />Outside storage is not specifically noted on the site plan or other application materials and we <br />assume there will be no outside storage of any materials or vehicles. <br /> <br />Exterior Building Materials <br />The building is proposed to be constructed with split-face concrete block on the lower portion of <br />the building and vinyl lap siding above on the gable ends. The Zoning Code criteria in 156.030(M) <br />require “face brick, finished block or other textured masonry product”. Vinyl lap siding is not <br />consistent with this standard and the building exterior must be revised. <br /> <br />RECOMMENDATION <br /> <br />Conditional Use Permit <br />The Zoning Code has specific criteria in 156.320(B)(2) for granting a Conditional Use Permit: <br /> <br />a) That the proposed building or use at the particular location requested is necessary or desirable to <br />provide a service or a facility which is in the interest of the public convenience and will contribute to <br />the general welfare of the neighborhood or city; <br /> <br />b) That the proposed building or use will not have a substantial or undue adverse effect upon adjacent <br />property, the character of the neighborhood, traffic conditions, utility facilities and other matters <br />affecting the public health, safety and general welfare; and <br /> <br />c) That the proposed building or use will be designed, arranged and operated so as to permit the <br />development and use of neighboring property in accordance with the applicable district <br />regulations. <br />We recommend that the Planning and Zoning Commission recommend approval of a Conditional <br />Use Permit for the Centerville Storage project with the following conditions: <br /> <br />1) Exterior storage of goods or vehicles is not permitted. <br /> <br />2) Sales or auctions on the premises are not permitted except for auctions conducted by the <br />facility owner no more than four times a year for items that have been stored in the facility, <br />5 <br /> <br />
