not outside property or items brought onto the site for the auction. <br />3) The facility will consist of individual storage units for retail customers, with individual rental <br />spaces of no more than 500 square feet, not large industrial type warehousing. <br />4) The hours of operation will be limited to 7:00 am to 10:00 pm. <br />5) Site lighting will be downcast cutoff type fixtures directed away from adjacent residential <br />uses with no more than one half (0.5) foot-candle of light at all exterior lot lines. The lighting <br />plan will be submitted to the City Planner and City Engineer for approval before a building <br />permit is issued. <br />6) Landscaping and screening shall be provided as follows: <br />a. The facility will provide a fence or wall in the rear yard that is at least 90% opaque, <br />or a double row of evergreen trees or shrubs, at least 6 feet high, to screen activity <br />areas on site from adjacent residential uses. <br />b. At least 3% of the paved driving areas shall be landscaped with grass, shrubbery or <br />approved ground cover as required by City Code. <br />c. One overstory tree shall be provided for every 3,000 square feet of site area, <br />including 1 tree for every 50 feet of boulevard. The site is about 125,000 square feet <br />in area with 435 feet of street frontage, which translates to 41 overstory trees, of <br />which 9 would be boulevard trees; <br />d. One foundation planting will be provided for every 10 lineal feet of building and <br />perimeter of parking area. Since the building type for this kind of storage facility <br />(continuous garage doors) does not lend itself to foundation plantings, additional <br />landscaping elsewhere at the edges of the site will need to be provided. <br /> <br />7) The exterior building materials will be revised to be face brick, finished block or other <br />textured masonry product, or an exception approved by the Planning & Zoning <br />Commission. <br /> <br />8) Signage for the project will be reviewed and approved by the City Planner. <br /> <br />9) All engineering, infrastructure and stormwater issues will be resolved to the satisfaction of <br />the City Engineer prior to issuance of a building permit. <br /> <br />10) The users of the site will produce no noise, vibrations, air pollution, light pollution, fire <br />hazards or noxious emissions which will disturb or endanger neighboring properties. <br /> <br />11) Applicant will follow the applicable standards and requirements of the City of Centerville <br />City Code, Rice Creek Watershed District, Anoka County, Army Corp of Engineers, FEMA, <br />Minnesota DNR and any other agency having jurisdiction over the property and shall <br />secure those same files with the City. <br /> <br />6 <br /> <br />
