City of Centerville <br />Council Work Session & Council Meeting Minutes <br />May 22, 2019 <br /> <br />a. Conditional Use Permit – 2021 Commerce Drive – Manufacturing/Assembly <br /> <br />City Administrator Statz stated the table of uses (156-A.1) within the City’s Code does not provide <br />for manufacturing, processing and assembly requires a Conditional Use Permit, the Planning & <br />Zoning Commission has held a public hearing and recommended to Council Approval as <br />submitted. City Administrator Statz stated that all units within this building will be following the <br />Conditional Use Permit as it runs with the land. He also stated that there would be no outside <br />storage and that the intent of Midwest Best Water was to utilize 15,000 square feet of the building <br />and rent two (2) 5,000 square foot units. He reported that if the amount of retail of other of the <br />two tenants warranted additional parking spaces they could either submit for a Conditional Use <br />Permit or those spaces would need to be provided. He also stated that there will be no outside <br />storage. <br /> <br />Council Member Koski questioned potential uses in the two (2) 5,000 square foot rental spaces <br />and City Administrator Statz stated that they could have a small amount of retail but parking spaces <br />available may be affected by the amount and the owner is very aware that additional spaces may <br />need to be added. He also stated that there will not be pure retail on the site but something similar <br />to Ruffridge-Johnson. <br /> <br />Council Member Love questioned whether there was public comment at the hearing and Council <br />Member Koski replied no there was not. Council Member Koski corrected his reply by stating <br />that Mr. Mike Brass, President, Titus Commercial Real Estate (City’s Broker) spoke and stated <br />that Mr. McKasy, owner of Midwest Best Water, was very aware that additional parking may be <br />needed in the future and felt that there was viable room for additional spaces in the rear of the site. <br />Council Member Lakso questioned whether the dumpsters needed to be enclosed and <br />Administrator Statz stated that City Code addresses requirements for that. She thanked staff for <br />the language regarding trucks not being allowed to “que up” on the roadway. <br /> <br />Mayor Paar questioned whether anyone who was in the audience desired to speak regarding this <br />item. No members came forward. <br /> <br />Motion by Council Member Koski, seconded by Council Member Love to Approve the <br />Conditional Use Permit – 2021 Commerce Drive – Manufacturing/Assembly as presented. <br />All in favor. Motion carried. <br /> <br />b. Approval of Façade <br /> <br />Administrator Statz stated that language contained in the purchase agreement required that the City <br />authorize the façade of the building. He stated that Mr. McKasy has provided the submitted <br />renderings for consideration. Administrator Statz reported that the building was masonry as <br />required with brick canopies around doorways and loading docks to add aesthetics. They were <br />also requested to place several windows on the side of the building that faces Commerce Drive <br />providing the appearance that is architecturally appealing rather than just a brick wall. <br />Administrator Statz stated that the façade approval is not attached to the Conditional Use Permit <br />but rather the purchase agreement. Mayor Paar questioned the lifecycle of the masonry and Mr. <br />Brass stated that it does not fade as the coloring goes all the way through the product. He stated <br />that Mr. McKasy is spending an additional $100,000 worth of upgrades to provide an appealing <br />Page 6 of 10 <br /> <br /> <br />
