City of Centerville <br />Council Work Session & Council Meeting Minutes <br />May 22, 2019 <br /> <br />building rather than the first concept plan for the building that was previously presented to the City <br />as he desires a pleasing building. <br /> <br />Mayor Paar thanked Mr. Brass for working diligently with Mr. McKasy in bringing forward a <br />product that everyone is proud of and he questioned the timeframe for construction. Mr. Brass <br />stated that it is anticipated that closing will occur in mid-June and they will be breaking ground <br />shortly thereafter. Administrator Statz stated that they were also waiting for Rice Creek Watershed <br />approval on June 12, 2019. <br /> <br />Motion by Council Member Koski, Seconded by Council Member Lakes to Approve the <br />Façade of the Proposed 2021 Commerce Drive Building (Midwest Best Water) as <br />Presented. All in favor. Motion carried. <br /> <br />Council Member Koski also thanked all Staff involved in working on this project. <br /> <br />IX. NEW BUSINESS <br /> <br />1. Downtown Street and Utility Project – Preliminary Survey & Feasibility Study <br />Engineering Proposal <br /> <br />Administrator Statz stated that the City was successful in obtaining a Community Development <br />Block Grant of $210,000 to provide municipal services in the downtown area for low to moderate <br />income families. He stated that it has been the intent of Council to pair this grant with a street <br />reconstruction project in the same area and a preliminary survey and feasibility study is needed to <br />determine whether the project is viable. He stated that there are ample funds in the street, water <br />and stormwater funds to complete the project without bonding. He also stated that the first steps <br />for commencing the project would be ordering a preliminary topographic survey and a feasibility <br />report. He reported that staff solicited a proposal for services from Stantec who the City has <br />utilized in the past for such projects and was provided with a cost estimate of $34,700. <br />Administrator Statz stated that the funds would be expended from the street, water and stormwater <br />funds. <br /> <br />Lengthy discussion was had regarding how many homes would be affected, approximate CDBG <br />funding if a family qualified for municipal services to be installed at no cost ($12,000 to 14,000), <br />the amount of homes that would qualify and that an income survey would be forwarded to property <br />owners shortly. Administrator Statz stated the importance of completion by property owners. <br />Discussion also included which blocks would be included as there was concern if the block 7 area <br />developed would it be feasible to include that area or not as it would be a developer’s responsibility <br />to provide municipal services, etc. Administrator Statz stated that it would be included in the <br />proposal but could be removed if needed. <br /> <br />Council Member Koski questioned the need for receiving more than one bid for these services and <br />Administrator Statz stated that in this instance there was no need to obtain more than one and <br />Stantec is the preferred firm as they have designed numerous project for the City in the past and <br />they have knowledge of the community’s topographies. The question was asked when the project <br />would commence if Council approved and City Administrator Statz stated that it would commence <br />in the fall and potentially go through July of 2020. <br />Page 7 of 10 <br /> <br /> <br />
