City of Centerville <br />Council Work Session & Council Meeting Minutes <br />May 22, 2019 <br /> <br />Council Member Love thanked Council and prior Council’s for working with citizens and their <br />income struggles and the economy. He felt that the Council has done a good job with funding for <br />the future. Mayor Paar echoed Council Member Love’s comments. Mayor Paar stated that the <br />City is comfortable with Stantec’s work and believes that they are worth the cost to provide these <br />services as they are familiar with the City. <br /> <br />Motion by Council Member Love, seconded by Council Member Lakso to Approve the <br />Proposal from Stantec Consulting Services, Inc. for Preliminary Survey and Feasibility <br />Study Services Associated with the 2019 Downtown Street & Utility Project as Presented. <br />All in favor. Motion carried. <br /> <br />2. Logo Design Services <br /> <br />Administrator Statz stated that the main focus of the Branding Committee is the creation of a new <br />city logo. He reported that the Committee has met and compiled a “Core Essence” document <br />which identifies the concepts that should be incorporated into the new brand for the city. He stated <br />that he has explored several options for the design of the logo. He reported that the city could <br />consider an internet-based contest or solicit bids from local graphic artists. <br /> <br />He stated that he anticipated that an on line contest would cost approximately $460 and result in a <br />vector file (high quality image of art) that could be utilized for letterhead, business cards, web site, <br />Twitter, Facebook, etc. along with a possibility of receiving 50+ logos for consideration. He <br />advised Council that after these services the logo would more than likely need to be adjusted by <br />another graphic artist to fit our needs. He also stated that he solicited a proposal from a local <br />graphic artist that the City/Centerville Lions have worked with previously (Lonni Olson Design) <br />and Rapid Press Printing Company. He reported that the bid from Lonnie Olson Design was <br />$1,500 compared to $2,500 for Rapid Press. <br /> <br />Council Member Montain had concerns for the budget and felt that this item be placed on hold. <br />He stated that the Council should be mindful of spending as it has been discussed that there were <br />needs for upgrading the HVAC system, City Hall face-lift, computers, etc. He was very concerned <br />that it was not just this expenditure that would be needed but updating the watertower, signage <br />throughout the city and costs would be extremely high and it should be kept in mind. Discussion <br />ensued regarding estimates for the watertower to be rebranded, entrance monuments, park signage <br />and inclusion in the budget for these items, staging the use of the new logo to the website, <br />Facebook, Twitter, letterhead and budgeting the larger ticket items, the necessity to follow through <br />with the rebranding and when is the appropriate time? Mayor Paar stated that he was confused at <br />the Council formed the Branding Committee to do just this – a new logo that would be utilized for <br />the city on everything. He stated you have to start somewhere. He stated that he understands that <br />there is a budget that needs to be adhered to and that future expenditures will be taken under <br />advisement. Administrator Statz stated that the Committee has discussed donations for park <br />signage, etc. <br /> <br />Council Member Montain stated that the budget needs to encompass the police, fire, downtown <br />street project and road fund. Administrator Statz stated that the budget does need to be worked on <br />and discussions will commence shortly and there is a tendency that if you were to have a logo per <br />say you would desire to utilize it on everything but that does not mean all at one time.
