City of Centerville <br />Council Meeting Minutes <br />June 12, 2019 <br /> <br />th <br />– 20 Avenue and she desires to also speak this evening. He stated that she has forwarded to Staff <br />many emails regarding health concerns associated with this technology. Administrator Statz stated <br />that Small Wireless Facilities is also known as 5G. He reported that the City Attorney drafted the <br />revisions with assistance from several other communities’ ordinances. <br /> <br />City Attorney Glaser stated that this is the first of two (2) readings, the draft ordinance includes <br />the regulation of 5G which the current ordinance did not address and such items as permitting, <br />aesthetics and locations. Administrator Statz questioned Attorney Glaser as to the City’s ability <br />to halt the installation of these types of facilities. Attorney Glaser explained that the City has two <br />(2) agreements with companies that deliver these types of services and that the City must allow <br />them to update or expand their services if requested. He stated that currently, Ordinance #93 <br />contains no language governing anything with 5G technology. <br /> <br />th <br />Ms. Moore, 7353 – 20 Avenue South addressed Council stating that she was appreciative that she <br />was provided with the opportunity to speak regrading her concerns associated with this technology. <br />She thanked Council for considering permitting and regulation of this also. She stated that she has <br />been actively forwarding emails to Staff regarding the harmful effects of the radiation from these <br />devices. <br /> <br />Mayor Paar stated that this was the first reading of this Ordinance amendment, and asked if the <br />City has the ability to stop this technology, not take action on the 5G Ordinance and continue to <br />research the health risks if any. City Attorney Glaser stated that State law allows for 5G and does <br />not believe that the City could stop the technology. The current ordinance does not address the <br />technology and amending the ordinance in the future was possible. Mayor Paar discussed <br />shielding of the devices in an attempt to make them safer to humans and wildlife. <br /> <br />Discussion ensued regarding completing additional research in regards to Ms. Moore’s concerns, <br />potential for the League of MN Cities having additional research available and the Minnesota <br />Department of Health. Administrator Statz stated that he would bring back any information that <br />was obtained. <br /> <br />No formal action was needed at this time. <br /> <br />2. 2018 Auditor’s Report <br />a. Submitted to state by June 30 and make modifications and thanked for <br />business <br /> <br />These items were previously discussed. <br /> <br />Motion by Council Member Montain, seconded by Council Member Koski to Approve the <br />Comprehensive Annual Financial Report (CAFR). <br /> <br />Discussion ensued that the Council Member terms of expiration were inaccurate for Mayor Paar <br />and Council Members Lakso and Love. <br /> <br />Page 4 of 7 <br /> <br /> <br />
