City of Centerville <br />Council Meeting Minutes <br />September 25, 2019 <br /> <br />Council Member Koski stated that he reviewed the CUP and felt that it was very well written. He <br />thanked the developer for their diligence and working with the City. <br /> <br />Council Member Love stated that he would be abstaining from the vote as his property neighbors <br />the project. He stated that some of the concerns his neighbors have are lessening the values of <br />their homes and he questioned whether Mr. Tolzmann had been contacted regarding the values of <br />homes and the construction of this business. City Administrator Statz stated no. He also stated <br />that he spoke with the City of White Bear Lake regarding crime near their mini-storage facility <br />and they stated that no robberies or drug crimes have increased due to the facility but burglaries <br />had increased. He also stated that his neighbors also have concerns regarding buffering and noise. <br />Administrator Statz stated that the developer would be attempting to save existing trees, the <br />existing wetland will remain and a storm pond would be added with all being in the rear of the <br />property which abuts the residential district. <br /> <br />Mayor Paar stated that he has received concerns about people residing in units but the CUP would <br />not allow for this. He also stated that there are concerns regarding crime and drugs on site. City <br />Attorney Glaser stated that the CUP addresses after hours individuals on site only being the owner <br />or their employees. Mayor Paar felt that a large percentage of Centerville residents would be <br />utilizing the units. <br /> <br />Attorney Glaser stated that the project is well designed, fits the site well and does not believe that <br />it will devalue neighboring properties. <br /> <br />Administrator Statz reported that the developer would be appearing before the Rice Creek <br />Watershed District (RCWD) on October 9, 2019 and would be able to commence construction the <br />following day. <br /> <br />Motion by Council Member Montain, seconded by Council Member Koski to Approve the <br />Site Plan, Conditional Use Permit and Findings of Fact Associated with the Construction of <br />th <br />a Mini-Storage Facility at 6965 – 20 Avenue South, Centerville as presented. Council <br />Member Love abstained. Motion carried. <br /> <br />2. Discussion of Changes to City Fee Schedule <br />a. Water System Management Fee for Commercial Accounts – Base Rate <br />b. Fire Connection Fee <br /> <br />Administrator Statz stated that per City Code, Section 51.09 states that private fire hose <br />connections for self-contained fire protection systems may apply for and obtain permission to <br />connect the street mains with hydrants, large pipes, and hose couplings for use in case of fire only, <br />at their own installation expense and at such rates as the Council may adopt by resolution. He <br />explained that the proposed mini-storage facility would not have a sink or floor drain or office just <br />a fire connection for their fire suppression system. <br /> <br />Administrator Statz also explained that the Water System Management Fee for commercial <br />accounts are determined by Residential Equivalent Units (REUs). He stated that currently homes <br />and businesses whether connected to water or not pay a flat rate fee. He stated that the fee is $.38 <br />bi-monthly higher for commercial properties than residential properties. He then explained that <br />Page 5 of 9 <br /> <br /> <br />
