(3 Stantec <br />733 Marquette Avenue, Suite 1000, Minneapolis, MN 55402 <br />Memorandum <br />DATE: January 22, 2020 <br />TO: Centerville Planning and Zoning Commission <br />FROM: Phil Carlson, AICP, Stantec, Senior Planner <br />RE: Atlas Villas Memory Care, Interim Use Permit and Site Plan Approval <br />1825 Main Street <br />BACKGROUND <br />Gonion Group LLC has applied for a <br />Conditional Use Permit to build a 16-unit <br />senior living/memory care facility on a <br />vacant site located at 1825 Main Street. The <br />site is zoned B-2 Main Street Commercial <br />district. "Specialized care facilities" are <br />allowed as a conditional use in the B-2 <br />zoning district. City code defines a <br />"Specialized Care Facility" as A state - <br />licensed care facility which is not otherwise <br />specifically defined or regulated elsewhere <br />in this chapter. <br />The project is being processed as an Interim <br />Use Permit (temporary) which would allow <br />the applicants to apply in the future for a <br />Conditional Use Permit (permanent) once <br />they are in operation and the City can <br />review their performance, plus Site Plan approval. <br />PLANNING & ZONING COMMISSION RECOMMENDATION <br />The Planning & Zoning Commission heard the requests at their January 9, 2020 meeting and <br />unanimously recommended approval of the Interim Use Permit and Site Plan for the project, with <br />conditions.
