January 22, 2020 <br />Centerville City Council <br />Page 3 of 6 <br />Atlas Villas Memory Care - Interim Use Permit & Site Plan Approval <br />5) Users of the Subject Property are encouraged to call for emergency services to the Subject <br />Property. The City is using the period of this interim use to evaluate the nature of calls for <br />emergency services to the Subject Property. If the nature of those calls become excessive, <br />at such time as the Landowner may apply for a Conditional Use Permit the City may <br />impose conditions to compensate the City for excessive calls for emergency services. <br />6) The IUP would renew annually but the applicants may apply for a CUP at least one year <br />from the date they open their doors. <br />7) Site lighting on the Subject Property will be downcast cutoff type fixtures directed away <br />from adjacent residential uses with no more than one half (0.5) foot-candle of light at all <br />exterior lot lines. The lighting plan will be submitted to the City Planner and City Engineer for <br />approval before a building permit is issued. <br />8) Landscaping and screening shall be provided as follows: <br />a. The site plan will be revised to include a wall or fence to the adjacent property at <br />least 6 feet in height to screen the east side of the site and to allow views to the <br />pond north of the site, to be reviewed and approved by the City Planner. <br />b. If the facility includes an outdoor patio or recreation area, the entirety of this area <br />shall be screened to the satisfaction of the City Planner. <br />c. At least 3% of the paved driving areas shall be landscaped with grass, shrubbery or <br />approved ground cover as required by City Code. <br />9) The exterior building materials will be face brick, finished block or other textured masonry <br />product. <br />10) Screening of the trash enclosure will be reviewed and approved by the City Planner. <br />11) Signage for the project will be reviewed and approved by the City Planner. <br />12) Users of the site will produce no noise, vibrations, air pollution, light pollution, fire hazards or <br />noxious emissions which will disturb or endanger neighboring properties. <br />13) Landowner will follow the applicable standards and requirements of the City of Centerville <br />City Code, Rice Creek Watershed District, Anoka County, Army Corp of Engineers, FEMA, <br />Minnesota Department of Natural Resources, and any other agency having jurisdiction <br />over the property and shall secure those same files with the City. <br />14) Landowner will construct and maintain the Subject Property and improvements contained <br />thereon, in accordance with the Site Plan and Building Plans as approved by the City. <br />15) This Interim Use Permit may be renewed annually by the approval of the City Council upon <br />the Landowner's demonstration of their intention toward seeking an operating license for a <br />16-unit senior living/memory care facility. <br />„Ig wffl"l it rnlrr�Wi; <br />
