January 22, 2020 <br />Centerville City Council <br />Page 5 of 6 <br />Atlas Villas Memory Care - Interim Use Permit & Site Plan Approval <br />8) The State will review and approve the applicant's operating policies and procedures <br />during its licensure approval process. The applicant stated that process will likely occur at <br />some point during the next year. After that process is complete, the City will know the <br />applicant's State -mandated operating policies and procedures. Moreover, the City may <br />gain valuable insight into the applicant's operations as a result of the State's process. The <br />City should use information gained from the State's licensure process to augment its <br />decision -making related to the applicant's future request for a Conditional Use Permit. <br />However, it would be premature for the City to grant a Conditional Use Permit until the <br />facility's licensure process is complete. <br />9) Granting an Interim Use Permit until the facility's licensure process is complete will allow the <br />applicant to move forward with development of the property. <br />10) An Interim Use Permit could be renewed annually on the condition that the applicant <br />demonstrates their intention toward seeking an operating license for a 16-unit senior <br />living/memory care facility. Once licensure to operate the facility is granted, the applicant <br />must apply for a Conditional Use Permit from the City within 180-days of that date. <br />1 1) The project as proposed meets the criteria for granting an Interim Use Permit in Section <br />156.330(C) (2) of the Zoning Code. <br />Site Plan Review <br />I recommend that the City Council approve the Site Plan for Atlas Memory Care with the following <br />conditions: <br />1) Landscaping and screening shall be provided as follows: <br />a. The site plan will include a wall or fence to the adjacent property at least 6 feet in <br />height to screen the east side of the site and to allow views to the pond north of <br />the site, to be reviewed and approved by the City Planner. <br />b. If the facility includes an outdoor patio or recreation area, the entirety of this area <br />shall be screened to the satisfaction of the City Planner. <br />c. At least 3% of the paved driving areas shall be landscaped with grass, shrubbery or <br />approved ground cover as required by City Code. <br />2) The exterior building materials be face brick, finished block or other textured masonry <br />product. <br />3) Revise plans to address the comments of the City's Engineering, Public Works and Public <br />Safety departments as listed below: <br />a. The drainage and utility easement through the middle of the site must be vacated. <br />This will require a public hearing. The applicant shall create necessary vacation <br />documents and pay for associated costs, including required publication and <br />notification costs for the public hearing. <br />„Ig wffl"l it rnlrr�Wi; <br />
