City of Centerville Council Meeting Minutes January 8, 2020 3. Administrator Statz stated that non-union employees and hourly part-time staff generally receive the same benefits as union labor employees. He stat increase is 2.75% and is the last of a three year contract. He stated that he recommended pay increase for Public Works Seasonal employees as the City needed to remain competitive in salary. Discussion ensued regarding the retention of Public Works Seasonal employees for years three (3) and four (4) and a dollar increment for each year of experience. Motion by Council Member Koski, seconded by Council Member Love to Adopt Res. #20- nts) & the Addition of an Increment of One (1) Dollar for Individuals that Return for Years Three (3) and Four (4) Associated with Seasonal Public Works Positions. All in favor. Motion carried. 4. Pickup Purchases Finance Director DeJong provided Council with a handout listing Public Works Capital Assets and stating that Council projected purchasing two (2) new vehicles in 2019, 2020 and 2021. He s purchasing contract and Council consideration. He also stated that Council transferred $50,000 into the Capital Asset Replacement Fund in 2018 in anticipation for that purchase. He reviewed the revised replacement schedule with Council stating that staff is proposing to replace three (3) vehicles this year and three (3) next year. He stated that Council is scheduled to transfer $11,000 from the Water and Sewer Funds in 2020 and each successive year following will include a 3% transfer. He also stated that with the anticipated Kelley Blue Book Private Party Values there would be a minor dip into negative fund balance in 2028. He felt that the City was being extremely conservative with numbers. Discussion also took place regarding replacement of bobcats and a previous program which would allow for a guaranteed trade-in on an annual basis for a fee of approximately $2,000. Staff stated that upon replacement, additional research would be completed regarding this item. Lengthy discussion ensued regarding the possibility of two (2) purchases per year, the necessity of having needed tools to complete job, additional staff, the possibility of utilizing a UTV instead of a full-sized truck for seasonal staff and needs and the ability to adjust the plan. Public Works Director Palzer stated Staff requested a 2-wheel drive in an attempt to save money as the seasonal employees do not tow or plow. Lengthy discussion was had regarding purchasing 4-wheel drive vehicles which would have a better resale value and all-around usage. Motion by Mayor Paar, seconded by Council Member Montain to Purchase Two (2) 2020 Chevrolet Silverado 2500 Double Cab 4 x 4 Vehicles and One (1) 2020 Chevrolet Silverado 1500 Double Cab 2 x 2 Vehicle as Presented Through the State Purchasing Contract from Karl Chevrolet, Inc Page 5 of 7 16
