Love provided an opportunity for Council to add or remove any item(s) to the <br />consent agenda. <br /> <br />Council Member Koski noted that on Consent Agenda, Item #4 Request for Council Action Form <br />the Action requested referred to other items and it should be removed and replaced with <br />appropriate language to approve the pay increase. <br /> <br />Motion by Council Member Koski, seconded by Council Member Montain to Approve the <br />Consent Agenda with the Above Stated Corrections. All in favor. Motion carried. <br /> <br />VIII. OLD BUSINESS <br /> <br />1. 2020 Downtown Street & Utility Project <br /> <br />a. Review Bids <br />b. Res. #20-0XX – Ordering Preparation of Assessment Roll <br />c. Res. #20-0XX – Calling for Assessment Hearing <br /> <br />Administrator Statz reviewed the bids and stated that the bids are in alignment with the feasibility <br />study and the amounts calculated for the proposed special assessments. He stated that staff has <br />two (2) resolutions that the League of Minnesota Cities recommends (per State Statute) to move <br />the project forward. <br /> <br />Administrator Statz stated that following the assessment hearing, Council will consider awarding <br />the project. He also stated that a Public Hearing will be held on February 26, 2020 with a notice <br />going to the paper and to individual property owners. Staff has researched interest rates and is <br />proposing the use of 3.5% as it is appropriate and the assessment length is proposed at 15 years. <br />Page 3 of 8 <br /> <br /> <br />
