City of Centerville <br />Council Meeting Minutes <br />January 22, 2020 <br /> <br />Individual property owners will receive a notice specific to their property stating what the proposed <br />assessment amount would be. <br /> <br /> Administrator Statz stated that five (5) bids were received, lowest bidder is a responsible bidder <br />and completed work in other cities. <br /> <br />Acting Mayor Love was concerned that the bids were apples to apples in comparison as there was <br />a large span between highest and lowest bidder. Administrator Statz stated that Stantec utilizes <br />EJCCs contracts which assist in outlining the project and he has a high level of confidence in the <br />process. He also stated that bid bonds have been received at the same time as bids which also <br />protect the City. He reported that the City has 60 days to accept the presented bids. Council <br />Member Koski questioned whether there was concerns that the low bidder was from out of state <br />and Administrator Statz stated no. <br /> <br />Motion by Council Member Montain, seconded by Council Member Koski to Adopt Res. <br />#20-003 – Resolution Declaring Cost to be Assessed and Ordering Preparation of Proposed <br />Assessment as Presented. All in favor. Motion carried. <br /> <br />Motion by Council Member Koski, seconded by Council Member Montain to Adopt Res. <br />#20-004 – Resolution for Hearing on Proposed Assessment as Presented. <br /> <br />Discussion ensued regarding the assessment policy, calculations for assessments, term of 15 years <br />and 3.5% interest may be modified at the hearing, the full assessment roll’s availability at City <br />Hall for viewing and maximum amounts charged to property owners. <br /> <br />All in favor. Motion carried. <br /> <br />Mr. Steve King, 1724 Sorel Street requested that a payment schedule be provided to residents so <br />that they were aware of special assessment that would be charged on an annual basis. <br />Administrator Statz stated that the rates are proposed/estimated until such time Council adopts the <br />assessment roll and awards the bid. He stated that the City is not obligated to provide this but <br />could. Finance Director DeJong stated that the assessments are only associated with the street <br />project and not water or anything else. <br /> <br />Administrator Statz stated that residents do have the opportunity to pay off the assessment without <br />incurring interest by a certain date and those instructions are addressed in the notice and will be <br />discussed at the next meeting. Administrator Statz stated that the water connection will be <br />governed by City Code. Residents can apply for the CDBG grant which staff mailed out to <br />th <br />residents on the 16 of December. <br /> <br />For clarification Acting Mayor Love stated that two items could change with the special <br />assessments and that would be the term of the assessment and interest charged on the assessment. <br /> <br />Mr. King stated that the taxpayer not only pays a portion of the project through special assessments <br />or in full but also pays for the portion that the City states they will be paying. <br /> <br />IX.
