City of Centerville <br />Council Meeting Minutes <br />January 22, 2020 <br /> <br /> <br />1. Res. #20-0XX – Authorizing Application for DEED Redevelopment Grant <br />Program <br /> <br />Administrator Statz stated that the City continues to work with Trident regarding the <br />redevelopment of Block 7, that previously the City received a grant which encompassed the same <br />area but with the economic down turn development did not happen and the City did not utilize the <br />funding. He stated that the City could request to utilize those funds again to assist with <br />infrastructure, soil correction and other costs. He stated that Staff feels that applying for assistance <br />with infrastructure and soil correction would assist both Trident and the City. He stated that <br />Trident has determined that rock piers are needed due to the soils in the proposed development <br />area which adds to their costs to construct the building and makes it less financially feasible. <br />Administrator Statz stated that the road costs would be the responsibility of the City with utilities <br />a 50-50 match. He stated it would be nice to have the assistance of the grant funding, but proceeds <br />from the grant would be taken by the City or the developer depending on what expenditures qualify <br />and who paid for them. <br /> <br />Council Member Montain stated that he felt it inappropriate to assist Trident in their development <br />any more than the TIF that has been proposed. Administrator Statz stated that Trident had clearly <br />stated that there was a gap in TIF financing and this assistance would compensate for some of the <br />costs. Council Member Montain felt that the City was providing too much assistance for this <br />development and if they walked away it would be to someone else. <br /> <br />Council Member Koski stated that he was under the impression that soil sampling was completed <br />by the City. Administrator Statz stated that at that time they were primarily focused on the water <br />table for an underground parking. Throughout Tridents Due Diligence process they encountered <br />soils that would require geopiers for their structure. Council Member Koski felt that taxpayer <br />funds should not be utilized to finance a for-profit business venture. Administrator Statz stated <br />that the purpose of assisting Trident or improving the downtown area is to entice development. <br /> <br />Council Member Love asked whether if grant funding was utilized for the geopiers would, the City <br />have to match the funding. Administrator Statz stated that no Trident would. Council Member <br />Love asked whether Trident could make application for the grant. Administrator Statz stated the <br />submittal from the City and was time sensitive and due on February 1, 2020. <br /> <br />Council Member Love questioned the timing of the application and Administrator Statz stated that <br />two (2) a year the grant was available for submission. He stated that he felt that the City could not <br />wait the six (6) months to apply again as funding cannot be expended prior to receiving the grant. <br /> <br />Council Member Koski stated that he concurred with Council Member Montain and the project <br />had not yet been approved. Administrator Statz stated that City funds are not at risk. <br /> <br />Acting Mayor Love called for a motion and with no motion given he called for a second motion. <br /> <br />Item died due to lack of motion. <br /> <br />2.
