City of Centerville
Council Meeting Minutes
July 12, 2006

4. Extension of W estview Avenue

City Administrator Larson indicated that the home on far west end of Westview needs to
be serviced with watermain and Mr. Palzer did some checking with a contractor in town
and they recommend to bore under the street as the street is in good shape. He then said
that the cost estimate is approximately $10,000 to do the work for a six inch line with a
hydrant if it is stopped at the end of the paving portion.

City Administrator Larson indicated that a two inch line to the property with the six inch
two properties would be assessed but just putting in a two inch line to serve the one
property then it is one affected property owner.

City Administrator Larson indicated that they have a failing well and there is an urgent
need for water.

Council Member Lee said he would like to do the six inch line with a hydrant to do it
right.

Mayor Capra suggested the City pay for the project and then assess them or charge them
as a hook up fee.

Mayor Capra asked for a letter to go out to inform them of the project and tell them what
the hook up fee is at this time and notify that the fee will increase and will have to hook
up by 2012.

City Administrator Larson indicated that Staff will work out the specifics of the
agreement and bring it back for Council approval at the next meeting

vm. OLD BUSINESS

1. Proposed Ordinance #. Second Series, Amending Section 30.02 Relating to
Mayor and Council

Council Member Lee indicated that he looked at a compensation survey and those that
were current and came to an average and that is $7,713 per year for mayor and $5923 for
councilor $642.75 and $492.63 per month. So $500 and $400 is what he recommends.

Council Member Lee said that he estimated the number of hours per month he averages
for the City and he is 8 or 9 hours just on Sunday and that does not include the parade
stuff just preparing for meetings so he puts in about 40 hours a month on it.

City Administrator Larson indicated that the way it is drafted now there is a per meeting
amount of $25 and a monthly salary of$375.00 and $450.00 in the proposed Ordinance.

Council Member Paar indicated that there is only one member that is certain to be on
Council next year.

It)
