7.0 PROBLEMS AND OPPORTUNITIES <br />7.1 Problems <br />1. The DWSMA for Centerville’swells is moderately vulnerable to contamination. This <br />conclusion was established by water chemistry, age dating techniques indicating “young” <br />water, and the geologic sensitivity. <br />2. Portions of the DWSMA include areas of commercial and industrial activity, some of which <br />represent potentialpoint sources of contaminants. <br />3. The total number and location of wells in the DWSMA is not known with a high degree of <br />certainty.. <br />5. There is no accurate inventory or database for Class V wells, so it is unknown how many <br />Class Vwells may exist within the DWSMA. <br />6. A portion of the DWSMA isoutside of the city limits of Centerville, making management of <br />thisareas nearly impossibleto accomplish without cooperation from other local units of <br />government. <br />7. Existing leak sites within the DWSMA create uncertainty for the potential of contamination to <br />later affect the City’s wells. <br />7.2 Opportunities <br />1. Since the DWSMA extends beyond Centerville’sborders, an opportunity exists to work with <br />other communities in planning land uses in order to protect the area’s groundwater resources. <br />2. Anoka County and Washington County offerassistance in managing wellhead protection <br />areas. This assistance includes grant funding and financial aid to seal unused wells located in <br />wellhead protectionareas. <br />3. Commercialand industrial zoned areaswithin the DWSMAare still in the process of being <br />developed. Careful planning before development occurs can help reduce the risk of impacts to <br />groundwater. <br />4.Despite the vulnerable setting, the water quality of groundwater historically pumped is very <br />good. Maintaining existing groundwater quality is easierthan repairingalready-contaminated <br />groundwater resources. <br />5.
