City of Centerville <br />Council Meeting Minutes <br />August 12, 2020 <br /> <br /> <br />1. Accessibility of Parks <br /> <br />Administrator Statz stated that Staff recently completed an audit of park, trail and parking lot <br />deficiencies associated with ADA requirements and several areas were found not to have required <br />access to play structures, outdoor facilities and structures themselves. He stated that four (4) areas <br />have been brought to his attention. Staff solicited bids and he felt that the updates should be made. <br />He reviewed the three (3) parks that needed attention (Royal Meadows, Eagle Trail and Laurie <br />LaMotte Memorial Park). He also stated that a section of trail needed to be reconstructed along <br />th <br />20 Avenue due to root and tree damage. Administrator Statz stated that the Parks & Recreation <br />Committee has reviewed the bids and recommended to Council approval of awarding the bid for <br />construction of trail extensions/trail reconstruction to the lowest bidder, Muellner Asphalt for <br />$10,584 as presented. He reviewed the presented drawings with Council. <br /> <br />Council Member Wilharber asked about the newly installed monument and stated that he felt that <br />is was not ADA accessible near the Indian mound. City Administrator Statz stated that he felt that <br />it was intentionally placed due to the proximity to the trail and the mound itself as not to draw <br />attention to the mound. He requested that City Administrator Statz question the location <br />comparative to the trail. <br /> <br />Motion by Council Member Wilharber, seconded by Council Member Lakso to Award the <br />Bid for Construction of Trail Extensions/Trail Reconstruction to Muellner Asphalt in an <br />Amount not to Exceed $10,584 as Presented. A roll-call vote was taken. Mayor Love and <br />Council Members Koski, Lakso, Montain & Wilharber voted in favor. Motion carried. <br /> <br />X. COUNCIL/ADMINISTRATOR ANNOUNCEMENTS <br /> <br />1. Administrator’s Report <br /> <br />Administrator Statz stated that he included his report in the packet and would answer questions <br />that Council may have. He also reported that he recently met with developers regarding a 96-unit <br />st <br />apartment complex on property located near 21 Avenue. He stated that a rendering showed a flat <br />roof and the proposed building was very aesthetically pleasing. He also stated that the property is <br />not properly zoned for such a building but the Planning & Zoning Commission was receptive to a <br />possible rezoning of the parcel to allow the development. Administrator Statz stated that he was <br />hopeful that the developer would be submitting a formal proposal. He stated that the building <br />would be located near the park and ride and provide residents with ease of transportation options <br />and such housing would typically be for young professionals. <br /> <br />Administrator Statz reported that the City’s Spring Clean Up was cancelled due to COVID-19 but <br />that Staff has been working on scheduling a Fall Clean Up Day for October 10, 2020 as many <br />residents are home, cleaning and desire avenues for removing their undesired items. He also stated <br />that individuals will remain in their vehicles, will pay with credit card and that opportunities for <br />social distancing. He stated that the City has obtained a credit card swiping device to limit contact <br />between Staff and residents. He also reported on the use of Green Lights Recycling coupons for <br />free items with their bi-monthly events.
