<br /> <br />that restaurant and bar capacity do not exceed 50% capacity. He also stated that many <br />communities are considering reducing their On-Sale liquor license renewal fees by the same <br />percentage for 2021. <br /> <br />He stated that the City has three (3) On-Sale liquor licenses with each license being $2,500 for the <br />year and if the establishment has a Sunday license, an additional $200/year. He reported that these <br />fees are paid to the City. He explained that if an establishment had a 2 AM liquor license, fees go <br />directly State. Administrator Statz stated that if Council chose to approve reduced fees for renewal <br />for 2021, a savings of $1,350 to each licensee would be experienced and a total loss of $4,050 to <br />the City. He stated that this would be loss of revenue from the General Fund. <br /> <br />Motion by Council Member Koski, seconded by Council Member Lakso to approve a <br />reduction for On-Sale liquor license fees by 50%, ($1,350/ea.) for the 2021 Renewal Period. <br />A roll-call vote was taken. Acting Mayor Montain, Council Members Lakso, Koski & <br />Wilharber voted in favor. Motion carried. <br /> <br />2. Downtown Street & Utilities Improvements - Turf Restoration <br /> <br />Administrator Statz stated that pavement is down and that the project was moving at a good pace. <br />He stated that the contractor is backfilling the curb and completing turf restoration. He reported <br />that the contractor was experiencing difficulty obtaining sod for the project and that the contractor <br />was concerned about the timeline for placement prior to freezing weather which is unsuitable for <br />proper growth. He stated that a decision was made to approve hydro-seeding, deviating from the <br />contract, rather than placing sod so late in the year. Administrator Statz stated that the hydro- <br />seeding will take longer to establish, but is a heartier product for lack of moisture and maintenance. <br />He reported that residents would receive a savings on their assessments for the associated <br />modification. He stated that hydro-seeding would save approximately $15,000. He suggested <br />that 50% of that should be passed on to those receiving assessments associated with the project. <br />Administrator Statz stated that business were assessed 50% of the project and residential <br />properties were assessed 20% of the project costs. He reported that individual property owners <br />would receive approximately a $200 credit. He also stated that credits would vary based on the <br />original assessment amount. <br /> <br />Steve King, 1724 Sorel Street, asked what would stop weeds from growing in the backfilled areas <br />and whether the hydro-seed was mixed with a weed preventative. Administrator Statz stated that <br />if weeds grow in these areas the contractor will have to address with a weed killer. Council <br />Member King was concerns for costs of the weed killer. Administrator Statz explained that there <br />were way of addressing weeds and that it would be a part of the contractor’s warranty and that if <br />would be addressed throughout the coming spring and summer. Several Council Members felt <br />that their projects that involved hydro-seeding as restoration went very well and they were happy <br />with the product. Council Member Koski thanked Council Montain and Wilharber for their <br />personal experiences and he stated that he found them to be helpful. <br /> <br />Motion by Council Member Koski, seconded by Council Member Lakso to Approve Credits <br />for Assessments Associated with the 2020 Downtown Street & Utility Imp. Project for One <br />Half of the Savings for Switching from Sod to Hydro-Seeding (Approx. $15,000) with <br />Additional Communication Provided to Property Owners Regarding Hydro-Seeding and <br />Weed Control Inclusion of Scope of Work for the Contractor, A roll-call vote was taken. <br />Acting Mayor Montain, Council Members Lakso, Koski & Wilharber voted in favor.
