City of Centerville
Council Meeting Minutes
November 12, 2020
iii. Centennial Lakes Police Commission
stated that the Commission pinned two (2) new officers; Officers Logan
Larson and Bryan Johnson and that Corporal Nolan Walberg was
promoted to Sergeant. He stated that they discussed the annual audit
proposal, organizational structure, squad and portable radio. He
reviewed the fact that the current portable radios are 12-14 years old and
of older technology. He reported that they desire to purchase four (4)
new radios at an estimated cost of $184,000. He stated that additional
radios would be purchased in the future. He also stated that the officer
scheduling system as the new Chief believes the current system is
antiquated. He reported that the Chief feels that now is the time with
the current pricing structure to purchase 20 new handguns and that they
are able to trade-in their old stock as there is a demand for used weapons.

He reported that the Governing Board would be operated by the City of
Centerville and he felt that Mayor Love would do a fine job.

Mayor Love added that the Commission approved allowing officers the
ability to have a Mental Health Wellness Program. He stated that PTSD
is a huge issue around the State and with Police Departments and
insurance company premiums have skyrocketed due to this issue. He
felt that it was extremely positive for the Department that the Officers
and their Union have agreed to take these steps. City Administrator
Statz stated that Officers have always been allowed to see a Psychologist
paid by their employer but now it will be required on an annual basis.
He stated that he felt that this would give Officers a nudge to participate
in the opportunity to speak openly. He stated that there is stigma behind
seeing a professional about mental health but it was anticipated that it
would be relieved due to this program.

c. Council Member Koski stated that he was unaware of the 94% voter
turnout for the elections which is absolutely fantastic and desired to
congratulate Mr. Darrin Mosher and Mayor Love for their election and re-
election. He stated that the Mayor filled in March at a time when someone
resigned which is difficult and that he thanked him for his service and having
the ability to just step into the roll. He thanked all Election Judges for their
service and residents for their patience during Elections. He thanked all who
supported him and stated that he was humbled by the votes that he received. He
thanked all veterans for their service and sacrifices.

i.
