City of Centerville <br />Council Meeting Minutes <br />November 12, 2020 <br />main goals from their retreat (four (4) goals and slotted items underneath them). Council Member <br />Koski felt that the concept and feedback were important and asked if there was an event that <br />prompted this change. Mayor Love stated that as Mayor this was a desire to complete on his part. <br />Council Member Koski stated that he supported it and felt that is was logical. Council Member <br />Wilharber stated that the Administrator is successfully providing weekly reports, but had concerns <br />for the process not to become negative. He wished the Council well in the future. <br />Mayor Love stated that his written process had been ceased by Council Member Montain and City <br />Attorney Glaser due to the process not be accepted by the Council. He stated that his intent was <br />not to have the reviews publicized but forwarded directly to the Administrator. Council Member <br />Lakso stated that she supported the new procedure. <br />Administrator Statz stated that he is acceptable with the proposed procedure but had concern if <br />there was not cohesiveness with the Council. Mayor Love stated that the Personnel Committee <br />would receive the feedback from Council Members and he would provide the information to <br />Administrator Statz combined. Lengthy discussion ensued regarding policy, the potential for <br />distention of Councils in the future, the structure of the Personnel Board being two (2) Council <br />Members and the City Attorney, forwarding by the City Attorney so that the information is not <br />public, if the process is not working well the ability to discontinue the process and the concern for <br />the election of two (2) new Council Members. <br />2. Long Range, Comprehensive Financial Plan (2020-2029) <br />Administrator Statz stated that Finance Director DeJong has desired to provide Council with a <br />projected, overall financial positinet financial position for quite <br />some time. <br /> <br />Finance Director DeJong stated that all funding comes from taxpayers and he desired to provide <br />Council with big issues that would be taking place within the next 3-4 years that would assist <br />Council in their budgeting for the upcoming years. He stated that the information is for review <br />and no action is needed. He also stated that he was happy to discuss the information provided with <br />Council. <br /> <br />Finance Director DeJong reviewed the presented information. Lengthy discussion ensued <br />regarding proposed tax changes due to new commercial construction which effects tax capacity <br />and tax rates, interest earnings, debt services with 2029 potentially being debt free, the use of cash <br />they are prepared and knowledgeable of the Conal discussion took place <br />regarding the economy and how that would affect tax capacity/values, the sale of the Commerce <br />Drive property/repayment of the associated bond issuance, not issuing debt since 2014, giving <br /> planning and saving, giving Council the ability to <br />look forward, the appreciation for the presentation, th <br />newer and in good, having a good plan/strategies if fund balances fall, being conservative in <br />estimating expenditures and revenues, being mindful of expenditures and keeping them low, <br />tax rate versus a variable increase/decrease, the <br />possibility for adjustments, COVID and its implications, CARES Act Funding, and the importance <br />of Council reviewing often to keep abreast of upcoming trends. <br />Page 2 of 12 <br />2 <br /> <br />
