April 6, 2021 <br />Centerville Planning & Zoning Commission <br />Page 2of 9 <br />RE: NorBella Senior Living – Rezoning, Conditional Use Permit, Site Plan Review <br />SUMMARY RECOMMENDATION <br />1) The rezoning to B-1 is reasonable and appropriate, given its location adjacent to other <br />residential uses and not on Main Street. <br /> <br />2) We suggest the internal sidewalk be expanded to circle the entire site so that residents can <br />have a loop to walk. <br /> <br />3) The Conditional Use Permit would be conditioned on reviewing State licensing materials <br />and policies and procedures for handling resident emergencies and falls. <br /> <br />4) The resident patio on the northeast corner of the building would not get much sun. We <br />suggest exploring ways to have this patio get some southern exposure <br /> <br />5) Parking, lighting, landscaping, and building materials are all acceptable. <br /> <br />The NorBella Senior Living site is illustrated below in the context of the Rehbein Commercial plat. <br /> <br /> <br /> <br />
