April 6, 2021 <br />Centerville Planning & Zoning Commission <br />Page 5of 9 <br />RE: NorBella Senior Living – Rezoning, Conditional Use Permit, Site Plan Review <br />Sidewalks <br />A second site issue is the internal sidewalk system. I believe it would be important to have a <br />sidewalk loop around the site that residents could take for walks. As currently designed, there is a <br />sidewalk around the east and south sides of the building, but not all the way around. We suggest <br />this be remedied with a loop around the building, with other possible connections of this loop to <br />st <br /> Avenue and the park & ride to the east, and to the <br />the Willow Glen townhomes to the west, to 21 <br />proposed apartment site to the north. Also, a proposed sidewalk extends to Street A south of the <br />main entry which would cross mid-block. We suggest this be removed in favor of sidewalk <br />st <br />extensions that would get pedestrians to 21Avenue. These options areillustratedabove. <br /> <br />Parking <br />There are 35 parking spaces in the parking lot, including two handicapped spaces. This is almost <br />one space per unit in the 40-unit building. Experience with other assisted living facilities is that often <br />only one half space per unit is needed. Few residents would have cars and most of the parking <br />would be used by staff and visitors, especially on holidays. Parking should be adequate. <br /> <br />Building Materials <br />The proposed exterior building materials are manufactured stone and textured steel siding in three <br />different patterns in a residential style. The B-1 required district building materials standards include <br />the following: <br /> <br /> (M) Commercial exterior building materials. <br /> <br />(1) Except as otherwise regulated herein, the exterior wall surfaces of all new or expanded <br />commercial buildings shall consist of face brick, finished block or other textured <br />masonry product approved by the Planning and Zoning Commission. <br />(2) Exceptions to all masonry exteriors may be considered and approved by the Planning <br />and Zoning Commission provided the following findings are met: <br /> <br />(a) The combination of exterior materials is used as an architectural complement <br />to the structure; <br />(b) The combination of exterior materials used is not inconsistent with the quality <br />and appearance used on similar buildings in the same zoning district or <br />neighborhood; <br />(c) Site conditions limit public exposure to certain exterior surfaces where <br />masonry products are not proposed; and <br />(d) An exterior wall may be temporary and a future expansion area of a structure <br />and be subject to removal or redesign as an interior wall. <br />(3) Buildings are required to have contrasting architectural features and must be designed <br />to be aesthetically pleasing. <br /> <br />
