April 6, 2021 <br />Centerville Planning & Zoning Commission <br />Page 6of 9 <br />RE: NorBella Senior Living – Rezoning, Conditional Use Permit, Site Plan Review <br />The manufactured stone is a masonry product, and the steel siding will “complement the <br />structure” and is similar in “quality and appearance” to other nearby buildings and I believe it <br />would be acceptable. <br /> <br />Lighting <br />Lighting on site is provided by two 25-ft light poles in the parking lot and wall-mounted and under- <br />soffit fixtures at nine locations around the building. All lighting fixtures are downcast cutoff type. <br />Total light levels shown on the photometric plan are less than 1/10 foot-candle at the edge of the <br />site. <br /> <br />Trash Enclosure/Storage <br />There is a small enclosed outdoor storage structure and trash enclosure south of the main entry <br />accessed from the main entry drive. It will be screened with a row of trees and shrubs. It is to be <br />constructed of cultured stone to match the building, steel panels on the trash enclosure gate and <br />storage doors to match the building, and a band of EIFS (synthetic stucco) in a color to match the <br />building. Doors to both the storage and trash areas face west in the parking lot, not to the street, <br />which is acceptable. <br /> <br />Landscaping <br />The landscape plan is generous and well designed, including a mix overstory and ornamental <br />trees, conifers and deciduous, and foundation plantings of shrubs, flowers and grasses. <br /> <br /> <br />RECOMMENDATIONS <br /> <br />Rezoning <br />I recommend approval of the rezoning from B-2 to B-1 for Lot 1 Block 2 of the Rehbein Commercial <br />plat. Suggested Findings of Fact for Approval of the Rezoning: <br /> <br />1) The requested B-1 zoning is consistent with the Land Use Plan designation of Commercial. <br /> <br />2) The proposed site is over 500 feet north of Main Street which is the focus of the B-2 district, <br />with B-1 zoning intended for other commercial sites not on Main Street. <br /> <br />3) The proposed site is adjacent on the west and north to existing and proposed multi-family <br />uses, which are compatible with the proposed residential care facility in the requested B-1 <br />district. <br /> <br /> <br />
