March 23, 2021 <br />Planning and Zoning Commission <br />1880 Main Street <br />Centerville, MN 55038 <br />Dear Chair and Commissioners: <br />The following are comments of the City Engineer, regarding the preliminary plat <br />application for the proposed Rehbein Commercial. <br /> <br />Plat/Easements <br />1. A discussion of Abstract/Torrens issues <br />Memorandum. <br />2. Where public sidewalks or trails are not contained within the right-of-way being <br />dedicated, separate trail easements will be required and recorded. <br />3. The developer shall verify that the easement over the public drainage system <br />(Doc. #525964.003) does not prohibit the construction of public streets or utilities. <br />4. Access restrictions along both county roads shall be recorded and shown on the <br />final plat per the Access Letter from Anoka County. <br /> <br />Sewer and Water <br />1. For Lot 3 of Block 1 and Lot 1 of Block 2, sewer service is proposed to be <br />directly from Street A via 6-inch and 8-inch stubs, respectively, out of a proposed <br />manhole. <br />2. For Lot 2, Block 1, sewer service is proposed via a 6-inch stub from a proposed <br />manhole. The stub appears to be intended only to serve Kwik Trip and is placed <br />on the lot line between Lots 2 and 3 of Block 1. If this 6-inch line is intended to <br />serve only Kwik Trip, it should be placed entirely on their lot, so they could <br />perform maintenance without trespassing on the neighboring property. <br />3. For Lot 2, Block 2, sewer service is proposed via an 8-inch line traversing the east <br />side of Lot 1, Block 2 and connecting to a proposed manhole on Street A. This <br />sewer should be publicly owned and maintained through Lot 1, Block 2. The <br />public ownership and maintenance could be <br />agreement and could terminate outside MH 5.
