The sewer in Street A leads to an existing sanitary sewer stub from 21 Avenue. <br />st <br />This stub was intended for this use. The sewer main in 21 Avenue is owned by <br />the city of Lino Lakes. However, there is an agreement in place, between the city <br />of Lino Lakes and Centerville, laying out the parameters for Centerville <br />developments to use this sewer. <br />th <br />5. Sewer service for Lot 1 of Block 1 is proposed via a future stub, bored under 20 <br />Ave. (CSAH 54), connecting to a manhole on the west side. The city has no <br />objection to this location. However, it may be possible to connect to the sanitary <br />sewer to a manhole directly north of the site in the southwest corner of the Willow <br />Glen development, avoiding the need to cross CSAH 54, if elevations work out. <br />6. For all sewer service lines, city ownership and maintenance responsibility stops at <br />the property line, per city ordinance. <br />7. Water main through the development is shown along Street A, and continues <br />through the future alignment of Street A, connecting to the water main along the <br />th <br />east edge of 20 Avenue (CSAH 54), via a cut-in tee. Water main stubs for each <br />lot are provided directly from Street A, with the exception of Lot 1, Block 2, <br />which takes service off a looping main that comes from Street A, connecting to a <br />stub from the east side of the Willow Glen development. The looping main will <br />be publicly owned and maintained. If the water main through Lot 1/1A, Block 1 <br />is not constructed with the initial plat, security must be posted to ensure its future <br />construction. <br />8. Water main, hydrants, valves and other appurtenances on each site will be under <br />private ownership, regardless of whether or not they are in public easements. <br />st <br />9. The water mains on 21 Avenue on the west side of the road are solely owned and <br />operated by the city of Centerville. <br />10. Sewer Access Charges (SAC) are due at the time of building permit issuance and <br />shall be collected in two parts, based on the number of Residential Equivalency <br />Units (REUs) as calculated by the Met Council. A SAC charge owed to the Met <br />Council will be collected by the city, as a pass-through cost. Then, a City SAC <br />charge is collected to account for the city <br />determined which city will collect the <br />11. Water Access Charges (WAC) are due at the time of building permit issuance. <br />Stormwater/Wetlands <br />1. A permit through the Rice Creek Watershed District will be required. City <br />standards for stormwater are in alignm <br />comments, if necessary, at that time. <br />2. The RCWD is the Local Governing Unit (LGU) for the Wetland Conservation <br />Act (WCA).
