Weir Removal
City Public Works staff worked with Rice Creek Watershed District to allow the removal
of a skimmer structure on our stormwater system due to redundancies provided by other
skimmers built since this one was installed. This eliminates at least one maintenance
item from our list.
Anoka Conservation District
Included in the City Council packet is information on the Anoka Conservation District's
kick-off to their Comprehensive Plan process. If City Council members have any input
they would like to pass along to the district as it begins to formulate the update to their
update, this is a great time to do so. Their existing Comp Plan can be viewed here ACD
Current Comp Plan.
I have indicated that we would like to sit on the Technical Advisory Committee that helps
shape the plan.
Centerville/Peltier Lake TMDL
The TMDLs for these lakes were completed 15+ years ago and have never had the final
step of an Implementation Plan completed and approved by the MPCA. This final step is
now in progress and should unlock important funding for projects that actually work to
reduce the pollutants identified in the TMDL study. Staff is working with Rice Creek
Watershed District Staff on the logistics of this process.
Rice Creek Watershed District — 2020 Budget and Levy Public Hearing
The Rice Creek Watershed District is holding a public hearing on their proposed 2020
Budget and Levy on Wednesday, August 28, 2019 at 9:00 AM in the Shoreview City
Council Chambers. The proposed levy increase is approximately 10%. A discussion at
the last RCWD Board meeting revolved around long range budget forecasting. The next
several years in the projections presented outlined several years of 5% or greater
increases. City staff intends to attend this public hearing and voice our concerns about
these large increases.
Rice Creek Watershed District — Watershed Management Plan
The Rice Creek Watershed Draft Water Resources Management Plan is not available for
review. This document is much like a city's "Comprehensive Plan". This is our
opportunity to comment on their 10-year plan. The plan includes a cost estimate for both
operational and capital projects. It is important for the Council to remember that Rice
Creek Watershed Board Members are not elected officials. Your influence on this
Board's initiatives, expenditures and programs is limited and now is one of the times that
our comments are most easily addressed.
The document can be viewed here:
httDS://www.ricecreek. ora/index. asb?
