City of Centerville <br />Council Meeting Minutes <br />April 28, 2021 <br />3. Kwik Trip <br />a. Site Plan Review <br />Administrator Statz clarified that the CUP for Kwik Trip is not on tonightÓs agenda and this item <br />is just a Site Plan review. He stated that this approval would be for a Kwik Trip without a car <br />wash and is an allowed/permitted use which means it cannot be denied as long as it meets the <br />CityÓs Zoning Code. <br /> <br />Mr. Carlson explained that Kwik Trip would like to develop Lot 2, Block 1 and reviewed the <br />access points and location of the gas pumps. He stated that it functions as a pass through similar <br />to a public street which Kwik Trip welcomes. He stated that they are suggesting, as a condition <br />of approval, that the drive aisle be kept open and not obstructed as long as this site is in operation. <br />He noted that there is adequate parking in several locations on the site, including stacking for a car <br />wash, should that get approved in the future. He gave an overview of the lighting, trash enclosure, <br />signage, and landscape plan. The recommendation is to approve the Site Plan with the 7 conditions <br />that are included in the staff report. <br />Mayor Love confirmed with Administrator Statz that this agenda item is under the 60-day <br />provision and not the 120-day provision. He noted that the plans that have been presented do <br />include the car wash. <br /> <br />Administrator Statz stated that he believes it is the 60-day provision and noted that part of the <br />motion should say that the Site Plan has been accepted with the understanding that the car wash, <br />if approved, as a future addition. <br />Council Member King asked if there was a site plan without the car wash and noted that he would <br />like to know what it would look like without a car wash. <br /> <br />Mr. Dean George, Kwik Trip developer, stated that if the car wash is not approved, they would <br />have to go back to the team and see if this is still a store they would construct. He stated that <br />theoretically, without a car wash, the Site Plan would be identical to what is presented without the <br />bump out the back. <br />Council Member King asked if there were any Kwik Trips that do not have a car wash. <br />Mr. George confirmed that they do have some Kwik Trip stores without car washes. <br />Council Member Lakso asked if Kwik Trip would be conducting the traffic study. <br />Administrator Statz stated that the traffic study would be conducted by the overall developer which <br />would be Mr. Rehbein, because the information the City is looking to find out is whether or not <br />th <br />the connection needs to be made to 20. <br />Council Member Lakso asked when they traffic study would be completed. <br />Administrator Statz stated that he would assume the study would be in conjunction with <br />Page 11 of 26 <br /> <br />
