City of Centerville <br />Council Meeting Minutes <br />April 28, 2021 <br />development of Lot 1, Block 1. <br />Council Member Lakso stated that she would like to propose a wider traffic study because of the <br />ingress/egress and to establish leverage with the County if anything had to be changed. She stated <br />that she thinks that there have been assumptions made that this road design can handle this use, so <br />she would be very comfortable extending the traffic study for this particular lot and development <br />to see what it would impact. She stated that her biggest thing with this proposal is walkability and <br />stated that she does not see a sidewalk on the south side and asked if the City could make sure <br />there is a sidewalk and a crossing to make it more connected. She explained that she thinks for <br />the larger goals in the area, sidewalks are definitely something that she would look to include. <br /> <br />Mr. Carlson noted that the approval on the plat did have a condition that there would be two <br />th <br />stretches of sidewalk built; from 20 Avenue along the south side of Lot 1 up to the Kwik Trip <br />site; along the south side of Lot 2. He stated that it would not hurt to repeat that in the site plan <br />approval, but the expectations are that segments 1 and 2 of the sidewalks will be extended. <br />Council Member Lakso asked if there were design provisions in this area other than the general <br />things to keep them in order with lights and garage. She asked if there was any provisions that <br />would be needed to be a French look. <br /> <br />Administrator Statz noted that there are requirements for masonry construction and that type of <br />thing, but confirmed that it is not part of the Downtown Master Plan that has a bit more of a stylistic <br />expectation. <br /> <br />Council Member Lakso asked if there would be adequate space on the site for the times that there <br />will be semi-truck deliveries of gas and other product delivery. <br /> <br />Mr. George stated that they will get fresh products to their store every day but the daily delivery <br />will be done by a short truck for things like bread and buns. He pointed out on the Site Plan the <br />location that will be used for the semi-truck deliveries. He stated that the trucks will enter from <br />the right in/right out entry along Main Street and explained that there is enough space for full <br />circulation <br /> <br />Council Member Lakso asked about the plans for 24-hour operation and if that was in keeping <br />with the Zoning District, out of alignment code/ordinance, or whether it was perfectly allowable. <br /> <br />Attorney Glaser stated that the use of this gas station is appropriate, permitted and also having a <br />24-hour operation is permitted. He noted that there are some decibel limits that are lower in <br />evenings than during daytime. He stated that there was discussion at the Planning and Zoning <br />Commission about having a car wash and their recommendation was to only allow it to operate <br />between 7:00 a.m. and 9:00 p.m. <br /> <br />Council Member Lakso noted that there are businesses in town that get overnight deliveries so she <br />would like the City to keep in mind the potential noise issues with this type of activity. <br />Council Member Koski stated that he thinks there has been a lot of good points and good <br />discussion.
