City of Centerville <br />Council Meeting Minutes <br />April 28, 2021 <br />that his big concerns are related to light and noise pollution as well as drainage. He stated that the <br />City will lose pervious surface and water drainage is something that he would like to make sure is <br />addressed. He stated that he knows that there has been talk of directing the lighting downward, <br />but thinks that if he lived nearby that light and noise pollution would be a big concern for him. He <br />stated that he would also like the light from their signs to be taken into consideration. He stated <br />that regarding traffic flow, he is a bit concerned about where the traffic will end up going in and <br />out and taking shortcuts through neighborhoods. He stated that he would like to make sure the <br />City addresses those issues. He stated that he would like to make sure people are not hearing the <br />back-up alarm when the fuel tankers are refueling at night or making deliveries at 5:00 a.m. <br />Attorney Glaser clarified that loading is allowed at night, but loud noises made during loading are <br />not allowed during 10:00 p.m. and 7:00 a.m. He read aloud that portion of the City Code. <br /> <br />Administrator Statz asked if the developer could comment on the lighting concerns that Council <br />Member Koski has shared. He asked if there would be lighting on the sides of the canopies or <br />neon. <br /> <br />Mr. George stated that he does not think these are neon canopies on the sides, but would have to <br />double check his information. <br /> <br />Administrator Statz stated that he used to be a consultant and worked with the City of Stacy and <br />one of the things that they asked for when there was a Kwik Trip built, was to not light the side of <br />the canopy that faced a residential area and suggested that may be something Centerville would <br />also like to do for the north side that faces the residential area. <br /> <br />Mr. George stated that they have done both kinds of designs where the red stripe on the canopy is <br />lit and others where it is not. He stated that he will double check if the plans call for lighting the <br />canopy and if so, he will make sure it is not lit on the side that faces the residential area. <br /> <br />Council Member Koski thanked Mr. George and noted that if he lived next door he would not want <br />to have a red lighting beaming into his bedroom. He asked if there would be an overnight parking <br />in their parking lot. <br /> <br />Mr. George stated that there is not enough space for there to be truck parking. <br /> <br />Council Member Koski stated that he would like to table this item to go along with the car wash <br />discussion, because, to him, they go hand in hand. He stated that he likes what he is seeing for the <br />layout, but would like to table it as part of the rest of the project and also in order to give time for <br />people to express their concerns. <br /> <br />Mayor Love stated that Mr. Carlson had characterized the street as being almost like a public street. <br />He asked if the road going on the west side of the lot would not be a public road nor will be it <br />something that the City is responsible for with regard to plowing and maintaining. <br /> <br />Administrator Statz explained that it is a private street and noted that the Council could pursue an <br />agreement or an easement that said the area had to be always open and not obstructed. He reiterated <br />that Kwik Trip has indicated that they welcome keeping that open because their hope is that more <br />Page 13 of 26 <br /> <br />
