City of Centerville <br />Council Meeting Minutes <br />April 28, 2021 <br />people may stop in. <br />Attorney Glaser stated that the easement part of this is probably something that is also somewhat <br />of a plat issue and suggested that the City may want to talk about the whole plat design with the <br />property owner. He stated that it is on private property and is a permitted use, but from an <br />engineering standpoint, if there is a reason for those types of things, then that is a wise thing to add <br />as part of a site plan. <br />Mayor Love stated that he just wanted to make sure that everyone was on the same page with <br />regard to the street, because it is a private street which means the owner has the right to decide <br />how it used. He asked if the storage pond on the north side of the lot would be a City pond. <br />Administrator Statz stated that it will be a City pond because there is drainage from the right-of- <br />way that goes through this pond in addition to drainage from Kwik Trip. <br /> <br />Mayor Love stated that the City has already held a public hearing and there is the option of the <br />City receiving feedback from the public via e-mail. He explained that Administrator Statz has <br />offered to receive and disseminate all e-mails to the Council and make them part of the packet for <br />the next meeting. He stated that he did not feel another public hearing was needed as part of this <br />process. <br /> <br />Council Member Koski asked if the City would request that some type of fencing or barrier be put <br />alongside the pond to block it in order to block noise or light from the nearby townhomes. He <br />st <br />asked if 21 Avenue would support the weight of the 90,000-pound tanker trucks. <br />Mayor Love stated that the City has two other gas stations in town and other streets have been <br />able to handle the weight. <br /> <br />Administrator Statz stated that the street is built to a 10-ton standard. He noted that the landscape <br />plan shows a number of trees around the storm pond as well as the perimeter of the site. <br />Motion by Council Member Koski, seconded by Council Member Lakso, to Table Discussion <br />of the Kwik Trip Site Plan, to consider it alongside the other changes with this project. <br />Council Member Lakso stated that she believed that the prevailing desire was to push this off and <br />allow for a longer comment period but knows that this action may cause frustration for others. She <br />stated that she wanted to assure those individuals that the ÒstrategyÓ of the Council with this action <br />was to increase public input on the project. She encouraged people to e-mail Administrator Statz <br />or herself to give their input. <br /> <br />Council Member Koski stated that tabling this will also benefit the developer because if there are <br />any questions or concerns, there is now some time for them to address them because there was a <br />lot of miscommunication or disinformation that was put out there, as well as many valid questions <br />that have been raised. He stated that he wants to make sure everybody has a chance to give input. <br />Mayor Love asked if, since this is being put forward without the actual car wash, whether the <br />developer had any specific rights.
