City of Centerville <br />Council Meeting Minutes <br />April 28, 2021 <br />Administrator Statz explained that the City would put forward a 60-day extension even if the full <br />60 days is not necessary in order to give extra time to make revisions to the plans or explore them <br />further. <br />A roll-call vote was taken. Mayor Love and Council Members King, Koski, Lakso & Mosher <br />voted in favor. Motion carried. <br />4. NorBella Senior Living <br />a. Rezoning (B-2 Main Street Commercial to B-1 Commercial) <br />b. Conditional Use Permit (Specialized Care Facility) <br />c. Site Plan Review <br />Mr. Carlson stated that this request is for a project called NorBella Senior Living which is an <br />assisted living/memory care facility. He stated that they are requesting a rezoning, CUP, and Site <br />Plan review. This project would be for Lot 1, Block 2 on the north side of Street A that runs <br />through the project. He reviewed the CityÓs land use plan, the current zoning, and the proposed <br />zoning. The 24-acre Rehbein Commercial parcel, because it was one parcel that was zoned B-2 <br />when the Main Street zoning came through, however, there is only some of the property that fronts <br />on Main Street. He stated that it would be appropriate to have some of the property that is further <br />away from Main Street be zoned B-1 and explained that there is no need to amend the Land <br />Use/Comprehensive Plan if this change is approved. He explained that a Specialized Care Facility <br />is considered a Conditional Use within the B-1 zoning. He stated that there are conditions attached <br />and noted that one of the key issues will be having the appropriate licenses from the State and <br />County, as well as knowing that there is adequate staff to handle emergencies. He stated that there <br />is also concern that there may be excessive use of 911 calls and the City needs to consider if they <br />have recourse if that occurs. The Site Plan review focuses on the design and standards on the site <br />itself and gave a brief overview of the details for the single-story building with parking in front <br />with 35 stalls. He reviewed the handful of issues that were brought up with relation to the sidewalk <br />serving the site and the recommendation that there is a loop sidewalk that would allow residents <br />to take a walking loop around the facility. He stated that they are suggesting that a portion of the <br />st <br />sidewalk be removed in favor of having a sidewalk out to 21 Avenue so people can cross at the <br />intersection. He stated that, in his opinion, 35 parking spaces for this building is more than <br />adequate. He reviewed the planned building materials, lighting, the trash enclosure and screening, <br />landscape plans. The recommendation is for approval of the rezoning and the CUP with conditions <br />as outlined by the City Attorney in the packet and briefly reviewed the conditions. <br /> <br />Administrator Statz gave a brief overview of the analysis of the tax situation that was put together <br />by the City assessor. His valuation ended up at $3.5 million, the tax class rate would be 1.25%, <br />which produced an estimated tax of $61,000 and the City portion of that amount would be $22,338. <br />He stated that the City had also asked the assessor to evaluate the lot for something like a generic <br />commercial building or retail outlet. That valuation would be $2.36 million, the tax class rate <br />would be 1.5% for the first $150,000 and then 2% above that amount, which would mean the <br />estimated taxes are higher at $80,000, but the CityÓs portion would only be $23,000, which is very <br />close to the City portion for the senior facility that is presented. He suggested that the developer <br />be given the opportunity to tell the Council a bit about the project. <br /> <br />Page 15 of 26 <br /> <br />
