City of Centerville <br />Council Meeting Minutes <br />April 28, 2021 <br />Mayor Love stated that he wanted to apologize to the developer for Kwik Trip because he <br />neglected to give them the opportunity to tell the Council about their project and noted that if Mr. <br />George was still on the call, he would like to extend that opportunity to him as well. He noted that <br />after the Council is finished voting on this issue, he would like to take a 5-minute recess. <br />Mr. Davis Stradtman, Rachel Development, explained that they see this smaller, more comfortable, <br />high acuity memory care facility as a niche in the market and something that is needed. He stated <br />that there are three of these currently under construction in other parts of the metro area and are <br />planning to do several more. He stated that when you talk about a facility like this and the possible <br />emergency calls that it may create or cause additional taxing on the local emergency system, he <br />would suggest that there is a bit of a different impact. He stated that folks that could use the care <br />that is provided by a facility like this are living at home, by themselves, and are at risk for falls <br />and other emergencies in that scenario. He stated that this kind of thing happens frequently if there <br />is not a facility like this available to those people. He stated that being in this facility moves them <br />out of a potentially dangerous situation of being at home by themselves. He stated that at the <br />facility they will have the care that they need, at their fingertips, 24 hours a day. He reiterated that <br />they feel that they are providing a service that is needed and expressed his pride in the facility that <br />they are proposing. Their operational partner is Great Lakes Management which are a very <br />experienced, well respected senior care facility management company and will have a minority <br />ownership stake in the facility. <br /> <br />Council Member King stated that he had spoken with Mr. Stradtman over the phone and noted that <br />all of the assisted living places that he has seen are all at least 3 stories high. He understands that <br />this is a different business model with only 40 units, but explained that he does not understand <br />why it cannot be larger. He stated that he thinks about the Òhighest and best useÓ with regard to <br />land use and reiterated that he does not understand why this building cannot be larger. He asked <br />what the difference is between a high acuity facility and the other nearby assisted living facilities <br />such as the ones in Shoreview and Hugo. <br /> <br />Mr. Stradtman stated that high acuity is meant to explain that there is a little bit of a higher level <br />of assistance. He noted that none of the residents in this facility will have a vehicle or be <br />independent living. He stated that a vast majority of people that live in the larger facilities are <br />mostly independent living. This facility will have more care providers per occupant and the idea <br />is that they are able to offer additional care such as two person transfers and managing medication. <br />He stated that the larger facilities are more like senior apartments and are not focused on the <br />assistance component and stated that this proposed facility meets a need in the market and is why <br />it is a bit smaller with more intensive staffing. He gave an overview of the new building codes <br />that restrict multi-level areas in association with memory care and has to be one-level. <br /> <br />Council Member King stated that he has been to larger assisted living facilities that are not senior <br />apartments. He stated that perhaps he should have taken a closer look and wonders if those <br />facilities have different stages of assistance like Presbyterian Homes. He reiterated that his <br />comments are related to the size and the fact that he cannot understand why it cannot be larger. <br />Mr. Stradtman reiterated that the building code changes he mentioned are a recent change that <br />restricts multi-floors above or below memory care. He stated that they do have larger facilities <br />that have what Council Member King is referring to, but those facilities can no longer be <br />Page 16 of 26 <br /> <br />
