City of Centerville <br />Council Meeting Minutes <br />April 28, 2021 <br />attempting to provide. He stated that he feels it fits with what the City already has going on with <br />other convenience stores and would be fair to everyone. He stated that he was very impressed <br />with the CityÓs Planning and Zoning Commission and the involvement of residents and how they <br />organized themselves in such a short period of time. He stated that the City belongs to the people <br />and while he understands that people from Lino Lakes are not residents of the City, they are part <br />of the community. He explained that he does not take things lightly and has often encouraged <br />resident involvement. He stated that he feels that there was a lot gone through Monday night at <br />the Planning and Zoning Commission and these are changes that will affect the City for many <br />years. He stated that he has only had about 30 hours of time to digest what heard Monday evening <br />which he felt was not enough time. He stated that since the meeting, he has seen petitions and <br />received a number of e-mails and phone calls. He stated that his job as an elected official is to be <br />the voice for the people and hear the people who wanted to get involved. He noted that there is a <br />lot of misinformation out on social media sites and thinks people deserve to be heard in a public <br />forum, including the land owner and the developer. He stated that he believes it would be prudent <br />and fair to have some type of public forum on this item. The City cannot stop a business coming <br />here if it is zoned for that and stated that it would be against the law. He stated that he thinks there <br />needs to be education and an exchange of information of what the CityÓs role is in this whole thing. <br />He stated that there are certain parts of this project that he supports and others he would like to <br />hear more about. He stated that he is not ready to make those kinds of commitments tonight based <br />on 30 hours between the Planning and Zoning meeting and the Council meeting. He stated that he <br />understands that this is a first reading and that an extension will be necessary. He asked if that <br />extension time could be utilized to clarify to people so they understand what they are trying to do <br />in the City. <br />Mayor Love stated that he believes there will be an opportunity this evening to have the developer <br />speak on their project and dispel rumors or inaccurate information. He reiterated that this is a first <br />reading. He stated that with regard to the ordinance, he believes, that this was nothing more than <br />a typographical error and was referring to stand alone car washes. He stated that it makes sense to <br />allow a gas station to have a car wash and feels that this is the City cleaning up an ordinance that <br />was not quite written in the correct way because someone brought it to their attention. <br /> <br />No action needed. <br /> <br />2. Rehbein Commercial <br />a. Preliminary Plat <br /> <br />Administrator Statz asked Phil Carlson, City Planner, to give an overview of this item. <br /> <br />thst <br />Mr. Carlson stated that this is a plat for 24 acres, large parcel of vacant land between 20 and 21 <br />Avenue on Main Street. The request is for a Preliminary Plat to divide it into 6 lots and noted that <br />the details are included in the report. He gave an overview of the summary recommendations from <br />the staff report. He stated that the proposal to divide the land meets basic City criteria for a <br />Preliminary Plat and should be approved. He noted that there is an issue with Lot 1 and Lot 1A <br />which cannot be combined because they are recorded under two different methods of property <br />descriptions. He explained that because there is no immediate development proposed for those <br />lots, it can be addressed at a later date through an administrative process. He state that there is a <br />street shown that would end in a cul-de-sac and explained that there will be a traffic study to <br />Page 7 of 26 <br /> <br />
