City of Centerville <br />Council Meeting Minutes <br />April 28, 2021 <br />Council Member King asked if combining Lot 1 and Lot 2 would be considered a substantial <br />change, if the road was not changed. <br /> <br />Administrator Statz stated that would be sort of a judgement call on part of Council to determine <br />if it represented a substantial change. He stated that in that example, he would suggest that it does <br />go back through the process. <br />Council Member Koski asked who would conduct the traffic study and whether it would be the <br />County because this is a County road. <br />Mr. Carlson stated that the City would put that on the developer because that is what is driving the <br />need for access. Administrator Statz stated that he agreed and explained that the City would <br />review their traffic study just like they review their other plans such as stormwater calculations. <br />Council Member Koski explained that part of the reason for his line of questioning is that there <br />has been public feedback on this project and would not want someone coming back and say that <br />the City had the Ðfox count the chickens in the hen houseÑ. He stated that he does not want <br />someone saying that the numbers cannot be trusted because the developer did it. He confirmed <br />that the Preliminary Plat has nothing to do with walking trails and is simply the restructuring of <br />the lots. <br />Administrator Statz explained that because infrastructure is being put in, it does. He stated that as <br />this moves towards Final Plat, they will also be entertaining the review of a developerÓs agreement <br />that would layout the cul-de-sac with sewer and water and have trails/sidewalks. <br /> <br />Mr. Carlson stated that to be clear, the plat simply records the lines on a map. He stated that the <br />City knows that there is development proposed on some of the lots, but the lots will still be there <br />whether the developments go through or not, but the road will not be built if it does not serve <br />something. <br /> <br />Council Member Koski questioned whether once plat is there ÐgrandfatheringÑ in and that in the <br />future they have the right and permission to put in a road there. <br /> <br />Administrator Statz stated that would be the case if it was recorded, but oftentimes the developer <br />does not record it, if they did not know how much of the development needs to go forward for <br />them to be able to afford the improvements that go along with the plat. <br /> <br />Mayor Love questioned if the street would be City owned. <br /> <br />Administrator Statz confirmed that it would be a City owned street and would be wide enough for <br />plow access. <br /> <br />Mayor Love questioned whether the area for the cul-de-sac would be filled in with grass or <br />something like a rain garden. <br /> <br />Administrator Statz explained that the City would ask the developer to give us a ÒPhase IIÓ plan <br />for landscaping in that area, but would guess that it will just be grass.
