November 2, 2021 <br />Centerville Planning & Zoning Commission <br />Page 8 of 8 <br />RE: Centra North LLC - Planned Unit Development, Preliminary Plat, Sorel Quarter Townhouse Project <br />5) Homeowners association documents for the project will be reviewed and approved by the <br />city administrator and city attorney. <br />6) All engineering requirements and conditions of the city engineer will be followed. <br />7) A development agreement will be prepared, reviewed, and approved by the city <br />administrator and city attorney and recorded against all properties in the development. <br />Findings of Fact - Approval of the PUD/CUP <br />1) The City of Centerville has an adopted downtown Master Plan that has policies and design <br />guidelines for the subject property. <br />2) The City's comprehensive plan guides the subject property Central Business District/Mixed <br />Use and the property is zoned in the City's zoning ordinance M-2 Mixed Use Neighborhood <br />district. <br />3) The City through its plan and zoning wishes to establish a dense, mixed use neighborhood <br />with an emphasis on pedestrian access, architectural character and access to open <br />space and other destinations in the city. <br />4) The City has standards for landscaping, lighting, architectural design, and other issues <br />which are reasonable and necessary to achieving the goals for development of the <br />downtown area. <br />5) The proposed Sorel Quarter project meets the intent of the design guidelines and the City's <br />zoning ordinance for the M-2 district and for a planned unit development. <br />DEADLINES FOR FINAL ACTION <br />The preliminary plat application was received on October 7, 2021. There is a separate 120-day <br />deadline for action on preliminary plats. Final deadline for action by the City Council is February 5, <br />2021. <br />The conditional use permit application was received on October 7, 2021. The 60-day deadline for <br />final action by the City Council is December 7, 2021. <br />Legal Description <br />The current legal description of the properties involved is included on the preliminary plat <br />documents.
