November 2, 2021 <br />Centerville Planning & Zoning Commission <br />Page 5 of 10 <br />RE: Shingle Creek Capital, LLC - Rezoning and Conditional Use Permit <br />Main Street Median <br />Site access is only to Main Street via the two existing curb cuts. There is a raised median in <br />Main Street which allows only right-in/right-out movements to the site, also posing a <br />challenge for typical retail users that rely on full, quick, easy access. <br />CONDITIONAL USE PERMIT <br />A CUP would be considered by the City Council only if the rezoning is approved. Otherwise, the <br />requested use with outside storage is not allowed in the current B-2 zoning district. Regardless of <br />what the Planning & Zoning Commission recommends on the rezoning, we suggest that the <br />Commission take up the issues in the CUP so that there can be guidance to the City Council on <br />these issues if needed. <br />CUP Criteria <br />The Centerville zoning code has criteria for reviewing a CUP in Section 156.320(B) (2). The <br />applicants respond to these criteria in their narrative - that the use is necessary, desirable, and will <br />contribute to the public welfare; that the use will not have adverse impacts on adjacent property; <br />and that the proposed use will permit development and use of neighboring property. <br />Parking <br />The site plan proposes 24 customer parking spaces for the retail showroom of about 2,000 sq ft, or <br />about 12 spaces per 1,000 sq ft, which is more than adequate (code requires 6/1000 sf). The site <br />plan does not clearly indicate if there are handicapped spaces provided, but there needs to be <br />at least one van accessible space per ADA requirements. City code requires parking or proof of <br />parking for warehousing at a rate of 2 spaces per 1,000 sf of gross floor area. The applicant should <br />show where these spaces would be provided on their site plan. <br />Landscaping <br />The landscape plan indicates 15 new spruce trees, two new maple trees and one existing tree to <br />be saved. All other areas of the site outside the building, parking and storage area should be <br />seeded or sodded with an appropriate ground cover. The staging/storge area is to be fenced, <br />but we don't have details on the fence, which must screen views from the right-of-way and <br />adjacent properties. A more detailed landscape plan will need to be provided, reviewed and <br />approved, prior to approval of a CUP. City code requires more extensive landscaping than is <br />shown. <br />Lighting <br />The narrative notes that lighting will be added in the staging/storage area, but a lighting plan was <br />not submitted. All lights must be downcast, cutoff type fixtures that allow no more than 0.5 <br />footcandle onto the public right-of-way of Main Street. A detailed lighting plan, including a <br />photometric analysis will need to be submitted prior to approval of a CUP. <br />
