February 1, 2022 <br />Centerville Planning & Zoning Commission <br />Page 7 of 9 <br />RE: Max Storage Ï Conditional Use Permit, Site Plan <br /> <br /> <br />Building Materials <br />The Centerville code requires the exterior of industrial buildings Ñto be constructed of brick, <br />decorative block or approved textured masonry product.Ò The buildings are proposed to be all <br />decorative concrete block (CMU) Ï split-face block on the lower part of the building and smooth <br />on the upper part of the building with an asphalt shingle roof. The materials are acceptable. <br /> <br />Trash Handling <br />No outdoor trash cans or dumpsters are proposed. Trash will be handled inside each individual unit <br />or within an approved enclosure on site of the same materials and appearance as the building. <br /> <br />Engineering/Infrastructure Issue <br />Engineering and infrastructure issues will be reviewed separately the City Engineer and approved <br />prior to issuance of a building permit, consistent with City standards. <br /> <br />Rental vs. Ownership <br />The units are presented now as rental or lease, but it is possible the buildings and property could <br />be converted to condominium ownership in the future, as is not uncommon (the property <br />immediately south of this parcel, at 2005 Gateway Circle, is a condominium with two owners in <br />one building). THE CUP runs with the land, but if there are multiple owners on one parcel of land is <br />It is not clear how the City might handle this, should one of the units needs its own CUP. This <br />warrants further discussion. <br /> <br />SUMMARY/CONCLUSION <br />The basic concept and layout of this project are acceptable but there are several issues that <br />need more detail and clarification before making a final recommendation. I recommend that the <br />Planning & Zoning Commission discuss the project and sort through the questions and issues they <br />have. When the project is considered for a recommendation to the City Council, conditions might <br />include the following: <br /> <br />1) Uses permitted within the units on site are storage inside the building or any Permitted Use <br />in the I-1 zoning district, provided there is no use that produces noxious odors, fumes, <br />smoke, or dust, as determined by the City Council. <br /> <br />2) Any other use that is allowed by Conditional Use Permit (CUP) in the I-1 zoning district will <br />need further discussion and clarification from the City Attorney. This may involve the <br />property owner applying on behalf of the individual unit renter to address the issues <br />involved and process the CUP through the City, which as amended would still run with the <br />land. <br /> <br />3) All goods, materials, and equipment must be stored completely within the enclosed <br />buildings. No outside storage is allowed, except for vehicles owned and used by the <br />tenants or owners of the units which may be parked overnight in approved parking <br />spaces. <br /> <br /> <br /> <br />
