Consideration of Appropriate Ending for City’s Declaration of Emergency

Administrator Statz noted that over a year ago the City declared a peacetime emergency, enabling
the City to relax certain policies, ordinances, and other rules to allow mitigation of issues related
to the pandemic. He also noted the declaration states that it should not extend past the State’s
declaration, which will expire on June 14, 2021. Staff is seeking direction on whether or not to
allow the City’s declaration to expire, noting that relaxing zoning codes will create more space
and flexibility with restaurant liquor licenses. He stated the medical emergency is waning, and
perhaps this is not a medical emergency but a financial emergency remains.

City Attorney Glaser questioned whether City staff wants to allow the flexibility for our bars and
restaurants, basically extending what is currently stated. Administrator Statz stated if the City
Council wants to give restaurants flexibility to recoup their losses, he is okay to let it expire but
wanted a discussion on this item.

Council Member Mosher had no comments.
