City of Centerville <br />Council Meeting Minutes <br />January 12, 2022 <br /> <br />Motion by Council Member Koski, seconded by Council Member Lakso to Adopt Res. #22- <br />001 as outlined in the List of Appointments. All in favor. Motion carried. <br /> <br />2. Ord. #122, Second Series - 2022 Fee Schedule <br /> <br />Motion by Council Member Lakso, seconded by Council Member Mosher to Adopt <br />Ordinance #122, Second Series - 2022 Fee Schedule as Presented. All in favor. Motion <br />carried. <br /> <br />3. Sorel Quarter <br />a. Preliminary Plat <br />b. Preliminary Conditional Use Permit for a Planned Unit Development. <br /> <br />Sorel Quarter is the townhouse project on Block 7 in downtown. The development consists of 26 <br />townhomes and six (6) buildings. The revised plat includes minor revisions, with the basic concept <br />remaining the same – townhomes on two sides of the block that face Centerville Road between <br />Sorel and Heritage Street. Minor revisions include alignment of trail on the west side of the site, <br />added decorative lighting at each end of the trail, an added entry monument/gateway feature at the <br />corner of Sorel and Centerville Road, and minor changes to the landscape plan to address the <br />balance between good looking landscaping, and ease of maintenance between the areas. <br /> <br />Approving the preliminary plat would divide the current eight (8) lots into new lots and outlots for <br />the townhouse complex. <br /> <br />Approving the Conditional Use Permit for the Planned Unit Development (PUD) allows there to <br />be negotiation for a creative plan that integrates the site. <br /> <br />Discussion ensued about the development. Points of interest include aesthetics (as presented in the <br />original and revised elevation drawings), drainage, an inquiry about target demographic market, <br />and the escrow process. <br /> <br />Council Member Koski asked attorney Glaser if a combined motion could be made. Attorney <br />Glaser suggested that the motion provided by Planner Phil Carlson be used since it outlines the <br />conditions of approval for the preliminary plat and preliminary conditional use permit for the <br />planned unit development. <br /> <br />Motion by Council Member Koski, seconded by Council Member King to Approve the <br />preliminary plat and associated conditions for Sorel Quarter and to Approve the <br />Preliminary Conditional Use Permit for the Planned Unit Development with Associated <br />Conditions for Sorel Quarter. All in favor. Motion carried. <br /> <br />IX. NEW BUSINESS <br /> <br />1. Resolution #22-0XX - Approving Participation in Opioid Litigation Settlements <br /> <br />Attorney Glaser reported that the State of MN has sued the opioid manufacturers and distributors <br />and the cities that want to participate in the settlement need to approve the settlement agreement. <br />Page 3 of 6 <br /> <br /> <br />
