City of Centerville <br />Council Meeting Minutes <br />January 12, 2022 <br /> <br />Attorney Glaser is not sure what the amount of money to a city would receive. For cities with a <br />population under 10,000, monies will come through the County. Anoka County will be receiving <br />17 million. Monies can be used to subsidize COPD and prosecution operations. <br /> <br />Motion by Council Member Mosher, seconded by Council Member Lakso, to Adopt <br />Resolution #22-002 – Approving Participation in Opioid Litigation Settlements as Presented. <br />All in favor. Motion carried. <br /> <br />2. Ordinance #120, Second Series, Amendments to the Sign Ordinance (First Reading) <br /> <br />Attorney Glaser reported that the amendments to the sign ordinance clean up the language and <br />include the new zoning district the city has adopted (B-2, Main Street Commercial District). <br /> <br />First reading, so no action was taken. <br /> <br />3. Ordinance #121, Second Series, Amendments to Land Dedication Ordinance (First <br />Reading) <br /> <br />Attorney Glaser reported the changes to parkland dedication fees clarify obligations when paying <br />fees; the changes should provide clarity with commercial development. <br /> <br />First reading, so no action was taken. <br /> <br />4. Snow Plowing Policy <br /> <br />Mayor Love welcomed discussion about the snow plowing policy, receiving feedback since it has <br />been a while since the policy has been reviewed. <br /> <br />Discussion ensued about what triggers ice control operations (volume of snow and location such <br />as sidewalks and trails, etc.). Inconsistencies in the policy with the 1.5 inches in some sections of <br />the policy. Consensus is that clarification is needed in the policy. <br /> <br />Motion by Council Member King, seconded by Council Member Mosher to Table the <br />Presented Snow Plowing Policy. All in favor. Motion carried. <br /> <br />5. Remote Meetings <br /> <br />Attorney Glaser provided an update about remote meetings. Meetings can be hybrid, however if <br />quorum is present then old rules apply and members must publish their addresses. The statute the <br />attorney is referencing pertains to remote meetings during a pandemic, not remote meetings for <br />general purposes. If committees feel they need to declare emergency meetings, they need to have <br />option of a hybrid meeting so members can dial in and be a part of the meeting. Attorney, City <br />Administrator, or Committee Chair can declare an emergency. <br /> <br />No action was taken. <br /> <br /> <br />Page 4 of 6 <br /> <br /> <br />
