City of Centerville <br />Council Work Session & City Council Meeting Minutes <br />December 8, 2021 <br /> <br />do not know that this is the only time this has happened, scanning each and every time, license on <br />the line. <br /> <br />Motion by Council Member Koski, seconded by Council Member Lakso to Accept <br />Application for Tobacco License Renewal from Corner Express/Circle K with the Condition <br />that the Licensees Provides Training to all Staff and Provide Proof of Training to the City. <br /> <br />Administrator Statz asked whether the training needed to be completed within a certain period of <br />time and should that be a part of the motion. <br /> <br />Council Member Koski amended his motion to include that training needed to be completed within <br />six (6) months (June 1, 2022) and then asked if it was not, could the license be revoked. Attorney <br />Glaser stated that is why you are placing the condition that if it is not adhered to or complied with <br />then the license will be revoked. <br /> <br />Council Member Koski Amended his Motion: Motion by Council Member Koski, seconded <br />by Council Member Lakso to Accept Application for Tobacco License Renewal from Corner <br />Express/Circle K with the Condition that the Licensee Provides Training to all Staff, Proof <br />of Training will be Submitted to the City and it Must be Completed Within six (6) months <br />(June 1, 2022) or the License will be Revoked. Council Member Lakso Accepted the Friendly <br />Amendment. A roll call vote was taken. Council Members King, Koski, Lakso & Mayor <br />Love voted in favor. Council Member Mosher opposed. Motion carried. <br /> <br />Additional discussion took place regarding civil fine, license holder may appear before Council to <br />appeal, reducing the fine by cost of training, cost of training + $50, no fine if training completed <br />by given time, termination of that individual, concern for precedent setting, fine for first offense <br />is $300 (recommended), clean record is a different caveat, show cost of training and pay + $50, <br />business owner request and licenses are limited and compliance is important. <br /> <br />3. Resolution #21-0XX Accepting ARPA Re-disbursement Funds <br /> <br />Finance Director DeJong stated City has allocation of approximately $422,000 as the first round <br />of funding and several communities did not accept the allocation and funds were re-allocated <br />allowing for the City to receive an additional $6,933.90. He stated that staff recommends that you <br />accept the funds and use them appropriately. <br /> <br />Council Member Koski asked why a community would not accept them. Administrator Statz <br />stated that another community may not see a glaring need for the funding or not believe in the <br />principal of the funding. Council Member Koski asked if the City had a purpose for the funding <br />and Administrator Statz concurred. He stated that there are a wide range of uses. <br /> <br />Motion by Council Member Mosher, seconded by Council Member Lakso to Adopt Res. #21- <br />023 – Accepting ARPA Re-disbursement Funds as Presented.
