City of Centerville <br />Council Work Session & City Council Meeting Minutes <br />December 8, 2021 <br /> <br />Finance Director DeJong stated that Council had been provided with a list of Park Dedication Fees <br />received for 2020 and 2021 and the resolution allows for the transferring to the Sewer Fund per <br />policy to repay their previous loan. Council Member Lakso asked how much remained owing and <br />Finance Director DeJong stated $850,000. <br /> <br />Motion by Council Member Koski, seconded by Council Member King to Adopt Res. #21- <br />24 – Transfering Park Dedication Funds to the Sewer Fund for Debt Reduction as Presented. <br />All in favor. Motion carried. <br /> <br />5. Resolution #21-0XX Adopting 2022 Non-Union Pay Scale <br /> <br />Administrator Statz stated that each year an attempt is made to keep non-union staff on a similar <br />pay schedule as union staff and that he feels a 3% cost of living increase is appropriate. He also <br />stated that Staff arranges for pay for part-time staff and to remain competitive of those positions <br />the City needs to remain competitive. <br /> <br />Discussion ensued regarding staying competitive, potential of maybe alternative incentives in <br />coming years, that part-time employees do not receive benefits other than PERA, whether the same <br />would happen in 2023 and a discussion would need to be had if inflation doubled and non-union <br />employee expected an increase, the union contract being in place through 2023 and locked in, <br />competitive to other part-time positions in neighboring communities and flexibility if struggling <br />to get staff and ability to come back for increase. <br /> <br />Motion by Council Member Koski, seconded by Council Member Lakso to Adopt Res. #21- <br />025 – Adopting 2022 Non-Union Pay Scale as Presented. All in favor. Motion carried. <br /> <br />6. Schedule 2022 Goal Setting Meeting/Retreat <br /> <br />Discussion took place regarding scheduling of this meeting and it was determined to take place in <br />January, 2022. <br /> <br />Discussion ensued regarding length of the meeting and the location would be determined at a later <br />date. <br /> <br />Motion by Council Member Koski, seconded by Council Member Mosher to Schedule the <br />2022 Goal Setting Meeting/Retreat for January 22, 2022 from 8 a.m. to 3:00 p.m. with the <br />Location to be Determined. All in favor. Motion carried. <br /> <br />7. Purchase of Trailer for Mattress/Box Spring Recycling <br /> <br />Administrator Statz stated that the County has approached the City with an opportunity to receive <br />an additional $10,000 Enhancement Grant and suggested that the City considered purchasing an <br />enclosed trailer to collect mattresses and box springs as they have noticed that in the past that the <br />City has no room for collection during periods that residents are not utilizing Green Lights <br />Recycling such as Clean Up Day and that there could be a potential for more opportunities in the <br />future. Administrator Statz stated that the funding needed to be utilized by the end of the year and <br />that the purchase would divert accepted items from the landfill.
