City of Centerville <br />Council Work Session & City Council Meeting Minutes <br />December 8, 2021 <br /> <br />items for the landfill and an issue. He reported that 45 of the items had been taken to Green Lights <br />last year and approximately a half dozen were taken at Clean Up Days. He stated that a vendor <br />would come and pick up the mattresses/box spring when the trailer was full. He stated that costs <br />associated with this would be offset by SCORE Funding. <br /> <br />Discussion ensued regarding making an impact and diversion would be a way to do that, it seemed <br />silly to purchase a trailer to store such items, whether the trailer could be utilized to go curbside <br />for collection, the City will hold title and own the trailer, discussions with Public Works regarding <br />curbside pickup, the potential to utilize the trailer for collection of other items, the belief that this <br />is a large problem, discussions with Ms. Sue Doll from Anoka County for a viable program and <br />recycling effort, Public Works storing the trailer, utilizing SCORE Fund as much as possible, <br />minimal costs and minimal fees, another communities use of the funds for the same purpose, <br />commencing a program which may entail drop off service or pickup service was yet to be <br />determined and not being in favor of the City collecting curbside. <br /> <br />Motion by Council Member Lakso, seconded by Mayor Love to Purchase an Enclosed <br />Trailer from M & G Trailer, 7’ x 16 – 7’ Tall for $9, 395 plus jacks and labor of $162.50 <br />Prior to the End of the Year Qualifying for Reimbursement by Anoka County as Presented. <br />A roll call vote was taken. Council Members Lakso, Mosher & Mayor Love in favor. Council <br />Members Koski and King opposed. Motion carried. <br /> <br />8. Winter Season Porta-Potties <br /> <br />Administrator Statz stated that the Parks & Recreation Committee had installed two (2) porta- <br />potties placed in Laurie LaMotte Memorial Park and CornerStone Park on a trial basis. It was <br />determine that at least one (1) of them was being utilized and the other minimally. He stated that <br />the Parks & Recreation Committee recommended placement for the winter months. He stated that <br />it would cost $1,100 for five (5) months. <br /> <br />Discussion took place regarding enjoying the outdoors, freezing of the hand sanitizer (alcohol <br />based – will not freeze, getting by with one (1), weekly inspection by the vendor and trust in the <br />recommendation of the Committee. <br /> <br />Motion by Council Member Mosher, seconded by Council Member Lakso to Authorize <br />Retaining the Porta-Potties for the Winter Season – five (5) months. All in favor. Motion <br />carried. <br /> <br />9. City Administrator Performance Review <br /> <br />Administrator Statz stated that the Personnel Committee desired to complete his Performance <br />Review by the end of the year for payroll purposes. Mayor Love stated that monthly reviews had <br />been taking place but he wanted Council to come together to share input. He stated that scheduling <br />a Special Meeting with a Closed Executive Session would allow the Council the opportunity to <br />share input and feedback with the Administrator, discuss salary recommendations during the <br />Closed Session, he felt it would take less than an hour and that he did not want to add it to this <br />evening’s meeting. Mayor Love suggested next Wednesday prior to the EDA meeting. It was <br />stated that the EDA cancelled their meeting for December. <br />Page 13 of 15 <br /> <br /> <br />
